– (BG) Mr. Chairman, Colleagues, On the eve of the launch of the ratification of the Lisbon Treaty and the signing of the Chater of Fundamental Rights, I would like to draw your attention to Bulgaria and to the fact that, unfortunately, the Bulgarian Government, its administration and the reprsentatives of the ruling coalition in Parliament are still far away from the application of some of the underlying fundamental principles.

Comme je l’ai dit, la Commission présentera très prochainement un projet de directive, et je suis heureux que la Présidence espagnole ait annoncé, de son côté, un débat qui vous permettra d’enrichir encore la proposition de la Commission qui vient, me semble-t-il, à son heure, dans la mesure où ce phénomène, hélas, loin de régresser, s’accroît encore dans nos États membres.
As I have said, the Commission will present a draft directive very soon, and I am delighted that the Spanish Presidency has, for its part, announced a debate that will enable you to further enrich the Commission’s proposal which, it seems to me, is timely given that this phenomenon is unfortunately far from being in decline and is still growing in our Member States.

Les propositions de M. Napolitano ne vont hélas pas encore aussi loin mais elles renforcent toutefois à juste titre le rôle des parlements aux différents niveaux par rapport aux dirigeants.
