He is right to highlight the importance of impact analyses for completely new European legislation or significant legislative amendment, which are carried out in a highly unsatisfactory manner by the Commission.

- Madame la Présidente, comme mon prédécesseur l’a fait, il nous faut féliciter non seulement ma collègue Jean Lambert, rapporteur, pour le travail réalisé mais aussi, Madame la Commissaire, vos services pour le travail réalisé et pour la coordination qui a pu s’établir entre la commission parlementaire et la Commission pour parvenir à simplifier et moderniser un texte qui concerne un des éléments fondamentaux de notre Union européenne, à savoir la liberté de circulation - vous l’avez dit - non seulement des travailleurs mais de l’ensemble de nos concitoyens.
– (FR) Madam President, like the previous speaker, we must congratulate not only Mrs Lambert, the rapporteur, for the work she has carried out, but also, Commissioner, your staff for their work and for the coordination which has developed between the Parliamentary committee and the Commission which has led to the streamlining and updating of a text that concerns one of the fundamental aspects of this European Union of ours, which is the freedom of movement – as you yourself said – not only of workers, but of all Europe’s citizens.
