Stresses the importance of building a partnership with civil societies as a means to promote change and democratisation; in this context, takes note of the allocation of EUR 22 million to the Civil Society Facility (CSF) for the period 2011-2013 and looks forward to the Facility being more substantially funded in the next Multiannual Financial Framework; calls on the EEAS and the Commission to better explain the scope and objectives of a potential CSF and calls for a greater clarification of the CSF in terms of complementarities with the European Instrument for Democracy and Human Rights (EIDHR) and the ENPI; notes that instruments should also be identified to concretely support religious and ethnic minorities in the areas covered by the initiative; recommends that this Facility be used to improve the work of the Civil Society Forum within the Eastern Partnership and to potentially build up such a forum also for the Southern partners;

Welcomes the Commission’s commitment to the development of a Common Immigration Policy, and emphasises that a ‘European Pact on Migration Policy’ should cover issues linked both to tackling illegal immigration and managing legal immigration, and a more ambitious policy on integration within the EU’s competence, as well as launching a European asylum policy on the basis of proposals to be presented by the Commission before the end of the year; considers it a priority that the Dublin II Convention should be revisited;

Welcomes the Commission's commitment to the development of a common immigration policy, and emphasises that a European pact on migration policy should cover issues linked both to tackling illegal immigration and managing legal immigration, and a more ambitious policy on integration of areas falling within the EU's competence, as well as launching a European asylum policy on the basis of proposals to be presented by the Commission before the end of the year; considers it a priority that Regulation (EC) No 343/2003 establishing the criteria and mechanisms for determining the Member State responsible for examining an asylum application lodged in one of the Member States by a third-country national (Dublin II Regulation) should be revisited;

12. Les actions prévues dans le présent plan d'action devront bien entendu s'intégrer aux initiatives à caractère horizontal dans les domaines de la justice et des affaires intérieures, notamment à la stratégie de l'Union européenne en matière de prévention et de contrôle de la criminalité, conformément aux dispositions du traité d'Amsterdam, aux conclusions du Conseil européen de Tampere des 15 et 16 octobre 1999 [8] ainsi qu'aux orientations proposées par la Commission dans sa communication sur la prévention de la criminalité et aux travaux du Forum européen pour la prévention du crime organisé et de la criminalité économique [9].

The activities provided for in this action plan will obviously have to be integrated with the horizontal initiatives in the field of justice and internal affairs - particularly the European Union's strategy on the prevention and control of organised crime, in accordance with the provisions of the Amsterdam Treaty, the conclusions of the Tampere European Council of 15 and 16 October 1999 [8] and the guidelines proposed by the Commission in its Communication on the prevention of organised crime and the work of the European Forum for the prevention of organised and economic crime [9].
