This view, supported by a number of recent research projects and reports, has led the European Commission, at the request of the Florence European Council and on the initiative of Edith Cresson, commissioner for research, education and training and Padraig Flynn, commissioner for employment and social affairs, to adopt a communication setting out five recommendations to encourage this type of training in the European Union: extending and developing apprenticeship; enhancing the quality of training; encouraging the mobility of apprentices; involving the social partners in apprenticeship training; defining and implementing truly european apprenticeship strategies.
