On the question of Community preference as raised by Mrs Grabowska and Mrs Gál, and by Mr Fava and Mr Catania, in particular, I would point out that the Blue Card will not apply until 2011, by which time the transitional measures of the accession treaties will have come to an end, and that it offers a status that is not equivalent to the status of EU citizens.

Le Conseil de l'EEE : - a réaffirmé son adhésion aux principes contenus dans l'accord et en particulier à la création d'un Espace économique européen dynamique et homogène ; - a souligné le rôle important que joue l'accord sur l'EEE dans le processus d'intégration européenne ; - a pris acte avec satisfaction du fonctionnement effectif de l'accord auquel veille le Comité mixte de l'EEE et a pris acte du rapport intérimaire soumis par ce comité ; - a pris acte avec satisfaction du fait que le Comité parlementaire mixte de l'EEE et le Comité consultatif de l'EEE ont également entamé leurs activités dans un esprit de coopération constructive et du fait que la Banque européenne d'investissement a déjà pris les mesures nécessaires pour mettre en oeuvre le mécanisme financier dès que toutes les autres procédures institutionnelles nécessaires auront été achevées ; - s'est félicité en particulier de la décision du Comité mixte de l'EEE d'intégrer "l'acquis intérimaire" qui a été publié par la Communauté entre le 31 juillet 1991 et le 31 décembre 1993 et qui n'est donc pas inclus dans l'accord signé à Porto le 2 mai 1992 ; - a pris acte de l'avis conforme rendu sur cette décision par le Parlement européen lors de sa session plénière du 5 mai 1994 et a exprimé l'espoir que la ratification serait achevée suffisamment tôt pour permettre l'entrée en vigueur de la décision susvisée dans tout l'EEE à partir du 1er juillet 1994 ; - a soutenu fermement le Comité mixte de l'EEE dans ses efforts visant à poursuivre le développement de l'accord parallèlement aux règles applicables au marché intérieur de l'Union européenne.
The EEA Council : - reaffirmed its commitment to the principles outlined in the Agreement and in particular the creation of a dynamic and homogeneous European Economic Area ; - underlined the important role which the EEA Agreement is playing in the process of European integration ; - noted with satisfaction that the Agreement is functioning effectively under the management of the EEA Joint Committee and took note of the Interim Report which that Committee had submitted ; - noted with satisfaction that the Joint Parliamentary Committee and the Consultative Committee of the EEA have also begun their activities in a spirit of constructive co-operation and that the European Investment Bank has already taken the necessary measures to implement the financial mechanism as soon as all other necessary institutional procedures are finalised ; - welcomed in particular the Decision of the EEA Joint Committee to integrate the "interim acquis" published by the Community between 31 July 1991 and 31 December 1993 and therefore not included in the Agreement signed in Oporto on 2 May 1992 ; - noted the Assent given to this Decision by the European Parliament at its Plenary Session on 5 May 1994 and expressed the hope that the ratification would be completed in time for the afore-mentioned decision to enter into force throughout the EEA from 1 July 1994 ; - strongly supported the EEA Joint Committee in its efforts to continue developing further the Agreement, in parallel with the internal market rules of the EU.
