Ces derniers temps, Monsieur le Président, nous avons en effet vu émerger de façon de plus en plus évidente et inquiétante une contradiction à laquelle seuls peu de gouvernements semblent vouloir échapper celle qu'il y a entre le courage des décisions déjà prises - sur la monnaie unique, la défense commune, l'élargissement historique de l'Union - et la réticence à en tirer les conséquences institutionnelles. Si cette contradiction se répercute sur les conclusions de la Conférence, elle mettra la construction européenne en péril.
Recently, Mr President, we have, in fact, witnessed the emergence of an increasingly clear, worrying contradiction which very few governments appear to want to avoid: the contradiction between the courageous decisions which have already been taken, such as those on the single currency, common defence and the major, historical enlargement of the Union, and the reluctance to accept the institutional implications. If this contradiction is responsible for the negative outcome of the Conference, it will mean a crisis for European integration.
