The rapporteur would like to underline that such satisfactory results are linked to the specific context of the Balkans : political conditions of the countries concerned, contents of the CARDS regulation which foresees a fast decision making process with the national authorities, real absorption capacities by the countries concerned affected by conflicts and finally, large autonomy allocated to the Agency since the Commission makes the funding available for the Agency as soon as projects are decided.
