In line with paragraph 7 of Article X of the CWC, the proposed exercise is a follow-up of the Assistance Coordination workshop held in Argentina in October 2013 and will be aimed at testing delivery assistance mechanisms between two or three State Parties from the Latin America region that share the same border, and will include participation with diverse tasks, of the rest of the State Parties from the region.

La formation et l'assistance techniques seront étendues à d'autres pays d'Amérique latine et des Caraïbes, ainsi qu'à deux autres régions (Europe orientale et Asie du Sud-Est, Pacifique et Extrême-Orient).

Heureusement, les deux autres régions seront bientôt activées, mais je ne comprends pas pourquoi le centre de la deuxième région est installé à Vienne, qui n’est même pas concernée par le programme, et non dans des villes convenant parfaitement aux tâches et concernées par l’activité de la région, comme Budapest, Prague ou Bratislava.
Hopefully, the other two regions will also soon be activated, but I still cannot understand what the second region’s centre is doing in Vienna which is not even part of the programme, instead of choosing cities perfectly suitable for the tasks and concerned by the region’s activity, such as Budapest, Prague or Bratislava.

Le groupe socialiste soutient l’idée de deux règlements séparés par souci de logique avec un long cheminement qui s’achève aujourd’hui. En effet, nous croyons premièrement que l’Amérique latine et l’Asie méritent d’être considérées au moins de la même manière que les autres régions en développement; à cet égard, tant les représentants politiques que les représentants de la société civile de ces deux régions nous ont affirmé qu’ils souhaitent posséder leurs propres règlements et programmes. Deuxièmement, nous sommes convaincus que les avantages pour les populations des deux régions - l’objectif final des règlements - seront bien plus importants que les difficultés administratives que la Commission craint. En fin de compte, ces difficultés se limiteront à un dédoublement salutaire de l’actuel comité ALA et à une réaffectation du personnel. Enfin, nous respectons totalement notre propre capacité législative.
The Socialist Group supports the existence of two differentiated regulations out of coherence with a long journey which is now culminating; because we believe that Latin America and Asia deserve to be treated at least equally with the other developing regions – and, in this regard, both political representatives and representatives of civil society of the two regions have demonstrated to us their desire for their own regulations and programmes; because we are convinced that the benefits for the populations of both regions, the ultimate objective of the regulations, will be much greater than the administrative difficulties the Commission is afraid of – at the end of the day, these difficulties will be limited to a healthy division into two of the current ALA Committee and a reallocation of staff; and finally, because we profoundly respect our own legislative capacity.

Welcomes Romania"s active participation in peace building in Afghanistan and its contribution to the stability of south-east Europe and the Black Sea region; notes the potentially negative impact of the Hungarian Status Law on the rights of all citizens of Romania; notes also the aforementioned subsequent Memorandum of Understanding between the governments of Romania and Hungary; awaits the forthcoming assessment by both contracting parties of its effectiveness;
