Au cours de ces derniers mois, des questions ont été posées sur: la «réactivité» du fonds (sans qu’on ne s’intéresse davantage à l’élimination des causes par l’amélioration des stratégies générales en matière d’innovation et d’enseignement dans un monde globalisé ainsi que par un meilleur ciblage et une meilleure utilisation du FEM dans et par les États membres), le nombre restreint de secteurs aidés (surtout à l’époque), en particulier les industries textile et automobile (respectivement 15 et 13 demandes), à propos desquels on pouvait se poser par exemple, la question de savoir si les licenciements résultaient de la «mondialisation» ou d’un manque d’innovation du secteur ou si les mesures se substituaient, et dans quelle mesure, à l’aide nationale; le paradoxe que d’une part (seulement) 500 millions d’euros sont alloués au fonds chaque année (à partir de crédits d’engagement annulés dans le budget de l’UE), alors qu’en principe, aucune limite n’est imposée au nombre de demandes d’intervention pour autant que les critères soient remplis (premiers servis), et aussi le fait qu’il soit plus compliqué pour les PME de bénéficier de ce fonds et la question du lien avec les aides publiques/taxes.
Over the last few months, questions have been raised on: the ‘reactiveness’ of the fund (without more focus at the same time on remedying the causes by improving general strategies for innovation and education in a globalised world, better targeting and use of ESF in and by Member States); the limited number of sectors aided (especially at that time), in particular, the automotive and textile sectors (respectively 15 and 13 applications), where questions could be raised as to, for example, whether the redundancies are a result of ‘globalisation’ or lack of innovation of the sector; whether / to what extent the measures take/took the place of national aid; the paradox that, on the one hand, (only) EUR 500 million is made available for the fund each year (from unspent commitments in the EU budget), whereas in principle, unlimited applications could be made if the application criteria are fulfilled (first served); the fact that it is more difficult for SMEs to profit from such a fund; the link with State aid/taxes.

J'aimerais savoir si, par l'entremise de Transports Canada, nous pouvions examiner le cas des petites collectivités isolées qui ont besoin d'un service de transport aérien pour servir leur population, pour qui le transport aérien est la seule façon d'entrer et de sortir—par exemple, pour un endroit comme l'île Pelée en hiver—, si le financement du PAIA pouvait être changé pour que le coût des vols soient pris en considération, pour que le service soit peut-être plus sécuritaire.
My question won't be about that, because I understand that investigation is ongoing. But I'd like to know if there's not a way, through Transport Canada's direction, that we can look at smaller, more isolated communities that require flying to serve their public, and for whom it's the only way on or off for example, an island like Pelee Island in the winter and whether the ACAP funding could be changed, so that some of the components deal with the cost of the flights on and off, and perhaps keeping or allowing the service to be safer.

Welcomes the Commission's efforts to set up a Community procedure for disaster protection, including in the case of a serious terrorist attack; notes that this procedure is based primarily on the information in a database which holds details about national resources available to provide help; notes that the time-saving effect of this database, which also promotes synergies, could be substantially improved if it took over the content of the database set up by the EU Military Staff, which contains details of all the resources available for crisis management; therefore calls on the Council and the Commission to hold the necessary talks and adopt the requisite measures to enable this take-over to take place;

Calls on the parties concerned, and in particular on all political forces in Northern Cyprus, to immediately resume talks for a settlement based on the Annan plan, in order to allow the whole island to join the Union on 1 May 2004; underlines that a settlement would allow Community support for the development of the northern part of Cyprus and that failure to reach an agreement would seriously affect long-term development prospects for the citizens of Northern Cyprus and could hamper Turkey's quest for EU membership;
