28. est d'avis que les États membres et la Commission devraient travailler à l'élaboration d'une stratégie uniforme de contrôle des comptes pour les programmes ressortissant à la gestion partagée; se réjouit dans ce contexte des efforts consentis par la Commission et par quelques États membres pour établir des contrats de confiance; considère que, en parallèle à ces efforts, il faut une procédure fiable débouchant sur une déclaration d'assurance, laquelle procédure devrait se dérouler tous les ans au niveau des autorités nationales compétentes en ce qui concerne les fonds structurels et dont les résultats devraient être repris à l'échelle communautaire; prend acte de la résistance que beaucoup d'États membres ont manifestée contre le projet de pareille déclaration d'assurance annuelle, proposée pour la première fois par la Commission le 7 octobre 2002 lors d'une réunion avec les ministres compétents des États membres; critique néanmoins le manque manifeste d'empressement de la Commission à faire avancer plus activement ces propositions dans le cadre de la comitologie;
28. Takes the view that both the Member States and the Commission should work towards establishing a single audit strategy for the shared management programmes; welcomes in this respect the efforts undertaken by the Commission and certain Member States to establish confidence contracts; takes the position that such efforts should be coupled with the carrying out of a reliable statement of assurance procedure, implemented annually at the level of the relevant authorities for the structural funds within the Member States, the result of which would be, in turn, taken up at Community level; takes note of the resistance expressed by a large number of Member States to the idea of such a yearly declaration of assurance as first proposed by the Commission at a meeting of the relevant ministers of the Member States on 7 October 2002; notes with criticism however the demonstrated unwillingness of the Commission to push forward such proposals more actively;
