(59) En ce qui concerne les Fonds, et afin de garantir une attribution de crédits appropriée à chaque catégorie de régions, il convient que les ressources ne puissent pas être transférées entre les régions moins développées, les régions en transition et les régions plus développées, sauf dans des circonstances dûment justifiées liées à la mise en œuvre d'un ou de plusieurs objectifs thématiques.
