The structural adjustment programmes have taken the Lomé Convention from long-term development to short-term adjustment, from structural and social reform to economic and monetary contingency measures, from seeking endogenous and locally centred development to application of stereotyped policies, from equality between partners to European domination, from contracts to conditions.

(d)structural adjustment where account shall be taken of the level of development of these countries and equally, at the implementation stage, of the social dimension of adjustment; and

6. The preparation, appraisal and financing decision for structural adjustment programmes shall be carried out according to the provisions on implementation procedures of this Agreement with due regard to the quick disbursing feature of structural adjustment programmes.

Bij de voorbereiding en de evaluatie van en de financieringsbesluiten voor de programma's voor structurele aanpassing worden de bepalingen van deze Overeenkomst betreffende de uitvoeringsprocedures in acht genomen, en wordt rekening gehouden met de noodzaak van snelle uitkering van de steun voor structurele aanpassing.

2. Stresses the need for work to be done on the basis of the studies and assessments already carried out on the the impact of the structural adjustment programmes on the local economies of the 'developing countries' and for the results of these studies and assessments to be updated in all cases with the incorporation of an analysis of the contribution of women to those economies, as well as the impact on both men and women of the measures taken under those programmes; considers that the structural adjustment programmes must not lead to any cutbacks in social policies for investment in human resources based on support for education, training and health care, with guarantees of equal treatment for both sexes, if the ultimate objective is to generate durable and sustainable growth and development in the ACP countries;
2. onderstreept de noodzaak om uit te gaan van de reeds uitgevoerde studies en evaluaties van de gevolgen van de structurele aanpassingsprogramma's voor de plaatselijke economieën van de ontwikkelingslanden en deze studies en evaluaties steeds te actualiseren door hierin een analyse op te nemen van de bijdrage van vrouwen aan deze economieën, alsmede van de verschillende gevolgen van de in het kader van deze programma's getroffen maatregelen voor mannen en vrouwen; als het 't doel is in de ACS-landen uiteindelijk een duurzame groei en ontwikkeling tot stand te brengen, dan mogen de structurele aanpassingsprogramma's niet leiden tot inperking van het sociaal beleid waarmee in het menselijk potentieel geïnvesteerd wordt in de vorm van steun voor onderwijs, opleiding en gezondheidszorg, die gelijke behandeling van mannen en vrouwen waarborgt;
