IN-CONTEXT TRANSLATIONS

Since the objective of this Regulation, namely to contribute to the institutional, administrative and structural reforms in Member States by providing support to national authorities, as defined in this Regulation, for measures aimed at reforming institutions, governance structures or public administration and economic and social sectors, including through assistance for the efficient, transparent and effective use of the Union funds, cannot be sufficiently achieved by the Member States, but can rather, by reasons of its scale and effects, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
Daar de doelstelling van deze verordening, te weten het leveren van een bijdrage aan institutionele, bestuurlijke en structurele hervormingen in de lidstaten door de in deze verordening gedefinieerde nationale autoriteiten steun te verlenen, ten behoeve van maatregelen die gericht zijn op de hervorming van instellingen, bestuursstructuren of overheidsbestuur en economische en sociale sectoren, onder meer door bijstand te verlenen met het oog op het efficiënt, transparant en doeltreffend gebruik van de fondsen van de Unie, niet voldoende door de lidstaten kan worden verwezenlijkt, maar vanwege de beoogde schaal en de beoogde effecten beter door de Unie kan worden verwezenlijkt, kan de Unie, overeenkomstig het in artikel 5 van het Verdrag betreffende de Europese Unie neergelegde subsidiariteitsbeginsel, maatregelen nemen.

Against that background, it is necessary to establish a Structural Reform Support Programme (‘the Programme’) with the objective of strengthening the capacity of Member States to prepare and implement growth-enhancing administrative and structural reforms, including through assistance for the efficient and effective use of the Union funds.
Gezien het bovenstaande moet een steunprogramma voor structurele hervormingen („het programma”) worden vastgesteld met als doel het versterken van het vermogen van de lidstaten om groeibevorderende bestuurlijke en structurele hervormingen voor te bereiden en uit te voeren, onder andere door middel van bijstand voor efficiënte en doeltreffende inzet van de fondsen van de Unie.

The Commission has also set up The Structural Reform Support Service and a dedicated EU instrument – Structural Reform Support Programme (SRSP) – to provide targeted reform assistance to the Member States, at their request, to assist them with the design and implementation of institutional, structural and administrative reforms, including reforms that are recommended in CSRs.

The Communication gives guidance on how structural reforms will be taken into account from now on under the preventive arm of the Pact, (the so-called "structural reform clause").

As a result, the MoU has been updated in the areas of financial sector reform, fiscal policy and structural reforms, in particular with regard to (i) a roadmap for the gradual relaxation of capital controls, (ii) establishing the legal framework for a new governance structure to manage the stake of the State in the cooperative credit sector, (iii) an anti-money laundering action plan, (iv) a compensation scheme for provident funds and retirement funds which held deposits at the Cyprus Popular Bank, (v) ensuring that the necessary national funds remain available to cover national contributions for projects funded by the Structural and other EU funds, (vi) providing details of the planned reform of public assistance, and (vii) preparing detailed policy proposals for activation policies and taking swift action to create opportunities for young people and improve their employability prospects.
Naar aanleiding daarvan is het MvO bijgewerkt op het gebied van het begrotingsbeleid, de structurele hervormingen en de hervorming van de financiële sector, met name wat betreft i) een routekaart voor een geleidelijke versoepeling van de kapitaalcontroles, ii) het opzetten van een rechtskader voor een nieuwe governancestructuur voor het beheer van het belang van de staat in de coöperatieve kredietsector, iii) een actieplan tegen het witwassen van geld, iv) een compensatieregeling voor de voorzienings- en pensioenfondsen die deposito’s bij de Cyprus Popular Bank aanhielden, v) de waarborging dat de nodige nationale middelen beschikbaar blijven voor de bekostiging van de nationale bijdragen voor projecten die uit de structuur- en andere EU-fondsen worden gesteund, vi) een nadere invulling van de voorgenomen hervorming van de openbare bijstand en vii) een nadere uitwerking van beleidsvoorstellen voor activeringsbeleid, en het snel ondernemen van actie om kansen voor jongeren te creëren en hun vooruitzichten op werk te verbeteren.

The Council notes that strengthening structural reforms is a key economic policy objective of the updated programme; it considers that although progress has been made in recent years in this area, implementation of structural reforms must continue in the product, services and labour markets in order to ensure the efficiency in the markets and the competitiveness of the economy; the Council encourages the government to proceed to the necessary reforms rapidly and welcomes the intention of the government to implement reforms in the area of budgeting and management of expenditure in the public sector.
De Raad merkt op dat versterking van de structurele hervormingen een belangrijke economische beleidsdoelstelling van het geactualiseerde programma is; hij is van mening dat, hoewel in de laatste jaren op dit terrein vooruitgang is geboekt, de structurele hervormingen op de product-, diensten- en arbeidsmarkten moeten worden voortgezet om de efficiëntie van deze markten en het concurrentievermogen van de economie te verzekeren; de Raad moedigt de regering aan de noodzakelijke hervormingen snel ten uitvoer te leggen en juicht het regeringsvoornemen toe om de budgettering en het beheer van de uitgaven in de overheidssector te hervormen.
