Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). In the period leading up to the definitive adoption of that Regulation, the Community and its Member States agree on the following: (i) Measures to be carried out under the EPRD will be mainly in the following fields: education and training, health, urban and rural development, support for the private sector, in particular SMEs, and for regional integration, strengthening of institutions (including support for the public service) and organisation of local communities, democratisation and defence of human rights (ii) The procedures for implementing the EPRD will be as follows; dialogue with the new government on sectoral and geographical priorities, in the framework of a structured approach to development; maintenance of diversified cooperation coordinated by the South African government, also involving provincial and local public administrations and agencies, NGOs and local communities, international organizations, institutes and private operators, and calls for local contributions and co-financing to implement measures; simplification and gradual alignment of procedures for allocating resources and implementing the EPRD on those of other European Union development programmes (iii) The Commission will in the meantime continue to submit its financing proposals to the Group of Experts from the Member States responsible for implementing the Community's Special Programme for South Africa.
5. Voor de periode die aan de definitieve aanneming van de verordening voorafgaat, komen de Gemeenschap en haar Lid-Staten het volgende overeen : i) De acties uit hoofde van het EPWO betreffen bij voorrang de volgende gebieden : onderwijs en opleiding, volksgezondheid, stads- en plattelandsontwikkeling, steun aan de particuliere sector, met name het klein- en middenbedrijf, en aan regionale integratie, versterking van de instellingen (inclusief steun aan de openbare dienst) en organisatie van plaatselijke gemeenschappen, democratisering en verdediging van de mensenrechten. ii) Het EPWO zal als volgt ten uitvoer worden gelegd : dialoog met de nieuwe regering over de sectoriële en geografische prioriteiten in het kader van een gestructuurde ontwikkelingsaanpak ; behoud van een gediversifieerde samenwerking die door de Zuidafrikaanse regering wordt gecoördineerd, waarbij ook provinciale en lokale openbare diensten en bureaus, NGO's en plaatselijke gemeenschappen, internationale organisaties, particuliere instellingen en marktdeelnemers betrokken worden, en zoeken naar lokale bijdragen en medefinanciering om de acties uit te voeren ; vereenvoudiging en geleidelijke harmonisering van de procedures tot toewijzing van middelen en tot uitvoering van het EPWO met die van de andere ontwikkelingsprogramma's van de Unie. iii) De Commissie zal intussen haar financieringsvoorstellen verder toelichten in de groep deskundigen van de Lid-Staten die belast is met de tenuitvoerlegging van het speciale programma van de Gemeenschap ten aanzien van Zuid-Afrika.

The expenditure of that programme in the Basque country is approximately 26.598 million ECU from national funding sources and 21.783 MECU from the ESF (b) the participation of the 'Diputaciones Forales' (provincial govt.) and the local municipalities in this Operational Programme is included in the total of the regional Administration.
