According to the principle of opening the Community programmes to the candidate countries and to the countries of the Western Balkans, as enshrined in the Thessaloniki Agenda, the programme should be open to the participation of the acceding countries, candidate countries and the Western Balkan countries.

The agreements concluded between the European Union (EU) and the countries of the Western Balkans on facilitating the issuance of visas are intended to simplify and speed up the procedures for issuing visas to nationals of these Western Balkan countries.
