As President Juncker announced in his 2017 State of the Union address, the Commission adopted today a strategy for 'A credible enlargement perspective for and enhanced EU engagement with the Western Balkans', confirming the European future of the region as a geostrategic investment in a stable, strong and united Europe based on common values.

These range from initiatives to strengthen the rule of law, reinforced cooperation on security and migration through joint investigating teams and the European Border and coast guard, expanding the EU Energy Union to the Western Balkans or lowering roaming charges and rolling out broadband in the region.
Het gaat om initiatieven om de rechtsstaat te versterken, de samenwerking op het gebied van veiligheid en migratie te stimuleren via gezamenlijke onderzoeksteams en de Europese grens- en kustwacht, de energie-unie van de EU uit te breiden naar de Westelijke Balkan of roamingkosten te verlagen en breedband uit te rollen in de regio.

The Strategy aims to generate a renewed reform momentum in the region to address the specific key challenges the Western Balkans face.

The EU has consistently proclaimed the inclusiveness of its policy towards the Western Balkans, starting with the ‘regional approach’ of the mid-1990s and most prominently through the Stabilisation and Association process launched in 1999 and the 2003 Thessaloniki summit which confirmed that the future of the Western Balkans lies within the EU.

Notes the fundamental role of educational programming and structures in promoting inclusiveness and reducing inter-ethnic tensions; consequently, calls on the Western Balkan governments to improve the quality of education by including civic, human and democratic rights as fundamental European values in the relevant curricula and to put an end to segregation in schools; points out that the teaching of history in schools and universities in the Western Balkans must be based on documented research and must reflect the different perspectives of the various national and ethnic groups in the region if lasting results are to be achieved in promoting reconciliation and improving inter-ethnic relations; fully supports initiatives, such as the Joint History Project of the Center for Democracy and Reconciliation in Southeast Europe, aimed at writing and disseminating joint history-teaching materials that provide a multi-perspective account of Balkan history, and calls on the competent ministries, educational authorities and educational establishments in the region to endorse the use of joint history teaching materials; calls on the Commission to support such initiatives financially and politically;
35. wijst op de fundamentele rol van de programmering en de structuren van het onderwijs bij het bevorderen van inclusiviteit en het verminderen van de inter-etnische spanningen; en dringt er daarom bij de regeringen van de landen van de westelijke Balkan op aan om de kwaliteit van het onderwijs te verbeteren, door burgerrechten, mensenrechten en democratische rechten als Europese waarden van fundamentele betekenis op te nemen in de daarvoor in aanmerking komende schoolprogramma's en om een einde te maken aan de segregatie op de scholen; wijst erop dat, indien men blijvende resultaten wil behalen op het vlak van de bevordering van verzoening en de verbetering van interetnische betrekkingen, het geschiedenisonderwijs op scholen en universiteiten in de westelijke Balkan uit moet gaan van gedocumenteerd onderzoek en een weerslag moet vormen van de verschillende gezichtspunten van de diverse nationale en etnische groepen in de regio; verleent zijn volledige steun aan initiatieven zoals het Gezamenlijk geschiedenisproject van de Stichting Center for Democracy and Reconciliation in Southeast Europe, dat gericht is op het schrijven en verspreiden van gezamenlijk geschiedenislesmateriaal dat vanuit meerdere gezichtspunten verslag doet van de geschiedenis van de Balkan, en roept de bevoegde ministeries, onderwijsautoriteiten en onderwijsinstellingen in de regio op het gebruik van gezamenlijk geschiedenismateriaal te ondersteunen; roept de Commissie op dergelijke initiatieven financieel en politiek te ondersteunen;

12. Fully supports the efforts aimed at establishing by 2010 a comprehensive Western Balkans Investment Framework for the coordination of grants and loans offered by the Commission, by international financial institutions and by individual country donors; welcomes the Infrastructure Project Facility (IPF) and points out that IPF projects in the fields of transport, the environment, energy and the social sector should be developed and carried out with a clear regional perspective; stresses the need for closer coordination in order to ensure effective complementarity, coherence and efficiency of assistance in the Western Balkans; believes that these coordinated loan/grant facilities should be directed in particular towards those potential candidate countries which do not have access to funds from all five components of the Instrument for Pre-Accession Assistance (IPA); stresses the importance of regional cooperation in the area of best practice as regards access to the pre-accession funds;
12. staat volledig achter de inspanningen die bedoeld zijn om tegen 2010 een algeheel investeringskader voor de westelijke Balkan vast te stellen voor de coördinatie van de subsidies en leningen die door de Commissie, internationale financiële instellingen en individuele landendonoren worden verstrekt; juicht de faciliteit voor infrastructuurprojecten toe (IPF) en wijst erop dat infrastructuurprojecten op het gebied van transport, milieu, energie en de sociale sector moeten worden ontwikkeld en uitgevoerd vanuit een duidelijk regionaal gezichtspunt; benadrukt het belang van betere coördinatie met als doel te zorgen voor effectieve complementariteit, samenhang en efficiëntie van de steun aan de westelijke Balkanlanden; is van mening dat deze gecoördineerde subsidies/leningen in het bijzonder bedoeld moeten zijn voor potentiële kandidaat-lidstaten die niet in aanmerking komen voor de middelen uit de vijf componenten van het instrument voor pretoetredingssteun (IPA) ; benadrukt het belang van regionale samenwerking op het gebied van goede praktijken aangaande het aantrekken van pre-toetredingsmiddelen;

The Western Balkans, as a region, is a key and valuable partner for the EU. The last Commission communication on the Western Balkans in March 2008 reiterates the EU’s strong commitment to the European perspective of the region and confirms, among other things, the importance of the Central European Free Trade Agreement for the economic development of the region.
De Westelijke Balkan is als regio een belangrijke en waardevolle partner voor de EU. De laatste mededeling van de Commissie over de Westelijke Balkan van maart 2008 bevestigt de grote gehechtheid van de EU aan het Europees perspectief van de regio en bevestigt onder meer het belang van de Middeneuropese Vrijhandelsovereenkomst voor de economische ontwikkeling van de regio.

4. Points out the need for greater regional integration and enhanced intra-regional cooperation, especially in the areas of human capital, telecommunications and power; encourages Western Balkan states to intensify their trade and economic relations with a view to establishing a regional labour market; stresses the vital role that regional organisations, and in particular the Regional Cooperation Council, and regional cooperation initiatives, in particular the Central European Free Trade Agreement (CEFTA), can play in facilitating economic and trade cooperation in the region; calls on the Commission to continue to support their activities; underlines the need to enhance bilateral and regional cooperation in the region in order to ensure self-sustaining progress; takes the view that the development and strengthening of the regional markets can help to prepare the Western Balkans countries better by counterbalancing the effects of the opening of their markets to the European one;
4. wijst op de noodzaak van een grotere regionale integratie en betere intraregionale samenwerking, met name op het gebied van menselijk kapitaal, telecommunicatie en energie; moedigt de westelijke Balkanlanden aan hun handels- en economische relaties te intensiveren met het oog op het realiseren van een regionale arbeidsmarkt; benadrukt dat regionale organisaties, met name de Raad voor regionale samenwerking, en regionale samenwerkingsinitiatieven, met name de Midden-Europese Vrijhandelsassociatie (CEFTA), een essentiële rol kunnen spelen bij de bevordering van de samenwerking op economisch en handelsgebied in de regio; verzoekt de Commissie hun werkzaamheden te blijven ondersteunen; benadrukt dat bilaterale en regionale samenwerking in de regio moeten worden verbeterd teneinde zelfstandige vooruitgang zeker te stellen; is van mening dat de ontwikkeling en versterking van de regionale markten de westelijke Balkanlanden kan helpen zich beter voor te bereiden door een tegenwicht te bieden tegen de effecten van het openstellen van hun markten voor de Europese markt;

At the same time, the European Commission values highly the regional ownership of the agreement and acknowledges that CEFTA is fundamental for deeper regional economic integration and for preparing the ground for the eventual full participation of the Western Balkans in the EU single market. Moreover, CEFTA created all the necessary structures to discuss trade-related issues at the regional and bilateral level.
Tegelijkertijd hecht de Europese Commissie veel waarde aan de eigen verantwoordelijkheid van de regio voor de overeenkomst en erkent zij dat de CEFTA essentieel is voor grotere regionale economische integratie en om de weg te bereiden voor de uiteindelijke volledige participatie van de Westelijke Balkan in de interne markt van de EU. De CEFTA heeft bovendien alle benodigde structuren opgezet om op regionaal en bilateraal niveau aangelegenheden te bespreken die verband houden met de handel.
