Ahead of the Conference, Kristalina Georgieva, European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response, said: "The European Commission continues to be key actor in the global humanitarian system thanks to its flourishing relationship with our humanitarian partners, .ECHO actively pursues collaboration with its implementing counterparts, which makes it more than a donor".
En prélude à la conférence, Mme Kristalina Georgieva, membre de la Commission chargée de la coopération internationale, de l'aide humanitaire et de la réaction aux crises, a fait la déclaration suivante: «La Commission européenne reste un acteur essentiel du système humanitaire mondial grâce à ses relations florissantes avec ses partenaires en matière humanitaire. ECHO poursuit activement sa collaboration avec ses homologues chargés de la mise en œuvre, ce qui en fait plus qu'un simple donateur».

I would like to thank the Commission, and in particular Commissioner Verheugen, for this proposal which responds fully to the expectations of the European Parliament and which should surprise nobody.
Je tiens à remercier la Commission, et en particulier M. le commissaire Verheugen, pour cette proposition qui répond pleinement aux attentes du Parlement européen et qui ne devrait surprendre personne.

I would therefore thank Commissioner Verheugen for reminding us that it is only if each of the Member States makes a contribution to providing the necessary appropriations that we shall be able to achieve this objective which is common to all of us and which has been mentioned by all of us.
