MIDDLE EAST PEACE PROCESS - COUNCIL CONCLUSIONS The Council confirms the European Union's desire to continue its support for the peace process through the development and deepening of cooperation with the West Bank and the Gaza Strip on the political, economic, commercial and financial levels: Accordingly, the Council: - calls on the authorities concerned to make every effort to speed up the implementation of the European Union's joint strategy for the West Bank and the Gaza Strip; - welcomes the signing of the memorandum of understanding on a loan guarantee signed by the European Investment Bank with President Arafat, and calls on the Commission and the EIB to present at the earliest opportunity their assessment of the situation to enable the Council to study the possibility of coupling EIB loans for the West Bank and the Gaza Strip with interest rate subsidies or other similar resources; - encourages the Commission to adopt the necessary measures to enable the West Bank and the Gaza Strip to receive increased aid in line with the conclusions of the Cannes European Council; - while drawing attention to the trade measures already taken by the Community to promote the regional and international integration of the Palestinian economy, confirms the intention expressed by the European Union at the Paris Conference of improving the means by which Palestinian exports can be promoted through the granting of tariff exemptions and other trade facilities.
PROCESSUS DE PAIX AU MOYEN ORIENT - CONCLUSIONS DU CONSEIL Le Conseil confirme la volonté de l'Union européenne de poursuivre son appui au processus de paix à travers le développement et l'approfondissement de la coopération avec la Cisjordanie et la Bande de Gaza sur les plans politique, économique, commercial et financier. Dans cette perspective, le Conseil : - invite les instances concernées à déployer tous les efforts afin d'accélérer la mise en oeuvre de la stratégie commune de l'Union européenne en faveur de la Cisjordanie et de la Bande de Gaza; - en accueillant favorablement la signature du mémorandum d'accord sur une garantie de prêt signée par la Banque européenne avec le Président Arafat, invite la Commission et la BEI à présenter très rapidement leur appréciation de la situation afin de permettre au Conseil d'examiner la possibilité d'assortir de bonifications d'intérêt, ou d'autres ressources similaires, les prêts BEI en faveur de la Cisjordanie et de la Bande de Gaza; - encourage la Commission à adopter les mesures nécessaires pour que la Cisjordanie et la Bande de Gaza puissent bénéficier d'une aide accrue dans le cadre des conclusions du Conseil européen de Cannes; - tout en rappelant les mesures commerciales déjà prises par la Communauté pour favoriser l'intégration de l'économie palestinienne au niveau régional et international, confirme l'intention manifestée par l'Union européenne lors de la Conférence de Paris, d'améliorer les moyens permettant de promouvoir les exportations palestiniennes à travers l'octroi de franchises tarifaires et autres facilités commerciales.
