Lithuania, which, pursuant to Article 1 of Protocol No 4 on the Ignalina nuclear power plant in Lithuania, annexed to the 2003 Act of Accession, has committed to the closure of unit 2 of the Ignalina Nuclear Power Plant by 31 December 2009, may, if the total verified emissions of Lithuania in the period from 2013 to 2015 within the Community scheme exceed the sum of the free allowances issued to installations in Lithuania for electricity production emissions in that period and three-eighths of the allowances to be auctioned by Lithuania for the period from 2013 to 2020, claim allowances from the new entrants reserve for auctioning in accordance with the regulation referred to in Article 10(4).

To the extent permitted by the Protocol, the Commission may, in agreement with both the competent authority of the Member State in which a producer’s relevant production is situated and the government of the third country Party concerned, authorise a producer to combine the calculated levels of production laid down in Article 10 and Article 11(2) with the calculated levels of production allowed to a producer in a third country Party under the Protocol and that producer’s national legislation for the purpose of industrial rationalisation with a third country Party, provided that the combined calculated levels of production by the two producers do not exceed the sum of the calculated levels of production allowed to the Community producer under Article 10 and Article 11(2) and the calculated levels of production allowed to the third country Party producer under the Protocol and any relevant national legislation.
4. In accordance with the first subparagraph of Article 13(1) of the Rules Governing the Payment of Expenses and Allowances, as applicable at the material time, ‘Members shall be entitled to a monthly lump sum allowance at the rate currently fixed by the Bureau to meet expenditure resulting from their activities in their capacity as Members not covered by other allowances under these Rules (hereinafter referred to as the “general expenditure allowance”)’.

(2) The second strand of policy followed by Member States refers to the possibility to combine the receipt of the benefit entitlement with earnings from work (labour supply channel) by allowing the following: (i) combination of part-time or full-time job with partial unemployment benefit or unemployment assistance (Spain, Ireland, Portugal) or with a wide range of other social benefit schemes such as normal and specific unemployment benefits, RMI, lone-parent allowance, ASS and disabled adult allowance (France); and (ii) incentives to start-up business or to encourage self-employment by allowing to receive the unemployment benefit in a lump sum payment (Spain).
