I must draw attention to the fact that the war in Angola is spreading to other parts of Africa. It is impacting on the war in the Democratic Republic of the Congo and on the situations in Namibia and Zambia. It is now also affecting the situation in Zimbabwe where Robert Mugabe has just lost the referendum precisely because he has sent troops to the Congo to prop up Laurent Kabila who is beyond salvation.

These countries are being sucked into free fall by the humanitarian and economic disaster in Zimbabwe and further pressure is needed to make Robert Mugabe change direction and hold the presidential elections in accordance with the standards of free and fair elections, and this is where we also need the support of the institutions of the European Community.
À cause du drame humanitaire et économique du Zimbabwe, ces pays sont eux aussi emportés dans le tourbillon de la déchéance. Des pressions sont d'autant plus indispensables pour contraindre Robert Mugabe à inverser la vapeur et à organiser les élections présidentielles dans le plus strict respect des principes des élections libres et équitables. À cette fin, nous avons impérativement besoin du soutien des institutions de la Communauté européenne.

This is a matter of accountability and management control and by doing the infrastructure route now, where the municipalities, the provinces and the federal government all share in the decision making process and also the funding process, there is much more control, accountability, much more value for the taxpayers and much more input for the people in all areas that are affected if all three levels of government have input into the situation.
C'est une question de reddition de comptes et de contrôle de gestion. En nous lançant maintenant dans le processus de l'infrastructure dans le cadre duquel les municipalités, les provinces et le gouvernement fédéral participent tous à la prise de décisions et au financement, il y a beaucoup plus de contrôle et de reddition de comptes, les contribuables en ont beaucoup plus pour leur argent et il y a une bien plus grande participation de tous les gens concernés.
