Thirdly, as rapporteur responsible for the working document of the Committee on Budgetary Control “Improving transport performance on trans-European rail axes”, I would again like to call on the Commission to take action in order to adapt the rail infrastructure to cater for trans-European services, while creating missing links at cross-border locations, helping the Member States to alleviate various complications related to the different gauges and providing the effective financial assistance.
Troisièmement, en tant que rapporteur en charge du document de travail de la commission de contrôle budgétaire intitulé «Amélioration de la performance des transports sur les axes transeuropéens», je souhaite inviter une nouvelle fois la Commission à œuvrer à l’adaptation de l’infrastructure ferroviaire aux services transeuropéens, tout en assurant les liaisons manquantes aux passages transfrontaliers, en aidant les États membres à résoudre les complications majeures induites par les différences de gabarit et en fournissant une aide financière réelle.

In sectors such as transport infrastructure, for example, the investment needed to create trans-European networks in all the applicant countries will run to 90 billion over the next ten years, while the cost of complying with EU standards is likely to be somewhere between 50 billion and 100 billion.

Stresses that real and effective single market accessibility for all EU regions is a prerequisite for the free movement of people, goods, capital and services, and thus for a strong and dynamic single market; points out, in this connection, the essential role played by the Union’s regional policy in terms of developing infrastructure and with regard to economically and socially coherent and balanced development of regions; welcomes the Commission’s proposal to adopt in 2011 a revision of the Community guidelines for the development of the trans-European transport network, as well as a proposal on a global framework for the funding of transport infrastructure; advocates a regional approach making use of the Structural Funds to encourage investment in cross-border energy, transport, communication, health and environmental, research and education infrastructure in order to provide access to essential services for all and to ensure the harmonious functioning of the internal market; calls for the development of innovative sources of funding (such as public-private partnerships, project bonds and user charges), while fully respecting the need for high level of quality and universal access to the services of general interest, as key instruments in favouring project execution; underlines in this context the need to support the development of a range of public-private partnerships, including at local and regional level; calls on the Commission and the Member States jointly to address the complexity of the rules governing revenue-generating projects;
5. souligne que l'accessibilité réelle et effective de toutes les régions de l'Union au marché unique est une condition préalable à la libre circulation des personnes, des biens, des capitaux et des services, et donc à un marché solide et dynamique; souligne, à cet égard, le rôle essentiel joué par la politique régionale de l'Union en termes de développement des infrastructures et au regard d'un développement équilibré et cohérent du point de vue économique et social des régions; se félicite à cet égard que la Commission se propose d'adopter en 2011 une révision des orientations communautaires pour le développement du réseau transeuropéen de transport, ainsi qu'une proposition relative à un cadre global de financement des infrastructures de transport; préconise une approche territoriale dans l'utilisation des fonds structurels, afin d'encourager les investissement dans les infrastructures transfrontalières d'énergie, de transports, de communication, de santé et d'environnement, de recherche et d'éducation, et d'assurer ainsi pour tous un accès aux services essentiels tout en garantissant un fonctionnement harmonieux du marché intérieur; demande que soient développées de nouvelles sources de financement (partenariats public-privé, emprunts obligataires pour le financement de projets et frais d'utilisation, par exemple), tout en tenant pleinement compte de la nécessité d'une grande qualité et de l'accès universel aux services d'intérêt général, qui sont des instruments clés pour favoriser l'exécution des projets; souligne, dans ce contexte, la nécessité de soutenir le développement d'un éventail de partenariats public-privé, y compris au niveau local et régional; invite la Commission et les États membres à résoudre ensemble le problème de la complexité des règles gouvernant les projets générateurs de recettes;

Underlines that Europe-wide tax policy coordination is still needed, which should be employment-friendly, pursue further tax reforms to reduce the fiscal burden on labour, create a more small- and medium-enterprise-friendly tax system and use tax incentives to stimulate private investment in particular in the fields of research, education, training and life-long learning while at the same time ensuring stable financing for social protection; proposes in this context a Europe-wide tax on capital income which could be used in particular for public-private investment/partnerships in trans-European infrastructure projects, such as in communications and knowledge infrastructures;
6. souligne qu'il demeure nécessaire de procéder à une coordination de la politique fiscale au niveau européen, laquelle devrait être favorable à l'emploi, prévoir d'autres réformes fiscales visant à réduire la charge des impôts pesant sur le travail, donner lieu à un système fiscal plus favorable aux petites et moyennes entreprises et recourir à des incitations fiscales en vue de stimuler l'investissement, en particulier dans le domaine de la recherche, de l'éducation, de la formation et de l'apprentissage tout au long de la vie, tout en garantissant parallèlement un financement stable de la protection sociale; propose dans ce contexte l'introduction d'une taxe sur les revenus des capitaux à l'échelon européen, ce qui pourrait être utilisé en particulier pour des investissements/partenariats publics/privés dans des projets d'infrastructure transeuropéens, telles que des infrastructures de communication et de transmission des connaissances;

Like the trans-European transport and energy network projects, the proposal for a programme on the development of data communications networks between administrations comes within the scope of the implementation of the growth initiative because: - it will facilitate, through the implementation of the master plans and following consultations with the administrations, the introduction of a network architecture which, by reason of the necessary harmonization of specifications, will result in the gradual upgrading of the physical infrastructures and their associated services in the least well endowed Member States, thus reinforcing the cohesion of the Community; - it places at the disposal of the Community a system for the administration of Community rules to promote the functioning of the internal market for the benefit of economic operators, while at the same time offering them substantial advantages in terms of speed and efficiency.
La proposition du programme de réalisation de réseaux télématiques entre les administrations s'inscrit, au même titre que les projets de réseaux transeuropéens de transports et d'énergie, dans le cadre de la concrétisation de l'initiative de croissance: - parce qu'elle va permettre, à travers la mise en oeuvre des schémas directeurs et la concertation avec les administrations, d'établir une architecture de réseaux qui, en raison de la nécessaire harmonisation des spécifications, va conduire à la mise à niveau progressive des infrastructures physiques et des services associés dans les Etats membres les moins pourvus, renforçant ainsi la cohésion de la Communauté; - parce qu'elle met à la disposition de la Communauté un système de gestion des règles communautaires favorisant le fonctionnement du Marché intérieur au bénéfice des opérateurs économiques, qui y trouveront des avantages substantiels en termes d'efficacité et de rapidité.
