N. whereas complex and interdependent problems require a comprehensive, coordinated approach making use of the full range of EU instruments and policies, linking EU objectives on crisis management, the security sector, development co-operation and ecological sustainability to EU efforts in the areas of human rights, democracy support and the rule of law; whereas a comprehensive strategy for the region should encompass effective coordination via the VP/HR among relevant Commissioners, such as the Commissioner for Development and Humanitarian Aid, the EEAS, EUSRs, including the Special Representatives for Human Rights and the Sahel, and the EU Counter-terrorism Coordinator, as well as Member States; whereas an effective solution to the current crisis must encompass economic and social policies that aim to improve the living standards of the population;

5. Stresses that real and effective single market accessibility for all EU regions is a prerequisite for the free movement of people, goods, capital and services, and thus for a strong and dynamic single market; points out, in this connection, the essential role played by the Union’s regional policy in terms of developing infrastructure and with regard to economically and socially coherent and balanced development of regions; welcomes the Commission’s proposal to adopt in 2011 a revision of the Community guidelines for the development of the trans-European transport network, as well as a proposal on a global framework for the funding of transport infrastructure; advocates a regional approach making use of the Structural Funds to encourage investment in cross-border energy, transport, communication, health and environmental, research and education infrastructure in order to provide access to essential services for all and to ensure the harmonious functioning of the internal market; calls for the development of innovative sources of funding (such as public-private partnerships, project bonds and user charges), while fully respecting the need for high level of quality and universal access to the services of general interest, as key instruments in favouring project execution; underlines in this context the need to support the development of a range of public-private partnerships, including at local and regional level; calls on the Commission and the Member States jointly to address the complexity of the rules governing revenue-generating projects;
5. souligne que l'accessibilité réelle et effective de toutes les régions de l'Union au marché unique est une condition préalable à la libre circulation des personnes, des biens, des capitaux et des services, et donc à un marché solide et dynamique; souligne, à cet égard, le rôle essentiel joué par la politique régionale de l'Union en termes de développement des infrastructures et au regard d'un développement équilibré et cohérent du point de vue économique et social des régions; se félicite à cet égard que la Commission se propose d'adopter en 2011 une révision des orientations communautaires pour le développement du réseau transeuropéen de transport, ainsi qu'une proposition relative à un cadre global de financement des infrastructures de transport; préconise une approche territoriale dans l'utilisation des fonds structurels, afin d'encourager les investissement dans les infrastructures transfrontalières d'énergie, de transports, de communication, de santé et d'environnement, de recherche et d'éducation, et d'assurer ainsi pour tous un accès aux services essentiels tout en garantissant un fonctionnement harmonieux du marché intérieur; demande que soient développées de nouvelles sources de financement (partenariats public-privé, emprunts obligataires pour le financement de projets et frais d'utilisation, par exemple), tout en tenant pleinement compte de la nécessité d'une grande qualité et de l'accès universel aux services d'intérêt général, qui sont des instruments clés pour favoriser l'exécution des projets; souligne, dans ce contexte, la nécessité de soutenir le développement d'un éventail de partenariats public-privé, y compris au niveau local et régional; invite la Commission et les États membres à résoudre ensemble le problème de la complexité des règles gouvernant les projets générateurs de recettes;

considers that in order to make progress on the appropriate division of labour, it would be desirable if the Green Paper could support the inclusion in EU aid policy of an approach based not only on objectives but also on stakeholders and on the distribution of responsibilities between them. This is an approach that would value the contribution of local and regional bodies to enriching cooperation policy and making it more effective;

We have to bridge the gulfs by which we have long been divided and, by means of a multilateral approach, make it possible for this country to become stable and democratic, with consequent benefits – not least for us – right across the region.

Such a new approach is based on three specific but complementary policy objectives, namely: 1) the orderly and managed arrival of persons in need of international protection in the EU from the region of origin; 2) burden- and responsibility sharing within the EU as well as with regions of origin enabling them to provide effective protection as soon as possible and as closely as possible to the needs of persons in need of international protection, and 3) the development of an integrated approach to efficient and enforceable asylum decision-making and return procedures.

Whereas it is necessary to continue to support regional approaches to food security, including local purchasing operations in order to make use of the natural complementarity between countries belonging to the same region; whereas the policies conducted in the field of food security should be given a regional dimension in order to foster regional trade in foodstuffs and promote integration;

This Communication outlines the general framework in which the pilot Regional Protection Programmes should operate, makes recommendations for their geographical application and content and sets out a way forward for the incorporation of the Regional Protection Programme approach into the Community's relationship with the region and countries involved.
