In particular, Mohawk Council of Akwesasne District Chief Brian David is concerned that large fines and incarceration will turn some youth, who are only involved in contraband tobacco due to lack of legal employment opportunities, into “hardened criminals” and force them further into illegal activity.35 The Mohawk Council of Akwesasne also recently issued a press release announcing the receipt of a grant from the Government of Ontario to assist in developing an Akwesasne Tobacco Law and Regulatory Framework, and calling on the federal government to work with them to address tobacco concerns rather than increasing sentences and the enforcement presence around their community.36

(7) In its Resolution of 29 June 2000 on the follow-up to the Evora conference on health determinants, the Council considered that the increasing differences in health status and health outcomes between and within Member States called for renewed and coordinated efforts at national and Community level; welcomed the Commission's commitment to submit a proposal for a new public health programme containing a specific strand of action aimed at addressing health determinants by means of health promotion and disease prevention underpinned by intersectoral policy and agreed that there was a need to develop the appropriate knowledge base for this and, therefore, that an efficacious health monitoring system should be established for this purpose; stressed the importance of the new Community public health strategy building upon the activities on specific determinants taken in the existing programmes, especially with respect to tobacco, nutrition and alcohol and that it was important not only to ensure continuity with existing actions, but also to take forward work on these issues in a fully coherent and systematic way.
(7) Le Conseil, dans sa résolution du 29 juin 2000 sur le suivi de la conférence d'Evora sur les facteurs déterminants pour la santé, a estimé que les différences croissantes entre les États membres et à l'intérieur de ceux-ci, en ce qui concerne l'état de santé et les résultats sanitaires, nécessitaient des efforts renouvelés et coordonnés aux niveaux national et communautaire, s'est félicité de l'engagement pris par la Commission de présenter une proposition concernant un nouveau programme de santé publique comportant un volet ayant pour objectif de s'attaquer aux facteurs déterminants pour la santé par la promotion de la santé et la prévention des maladies, étayé par une politique intersectorielle, et s'est déclaré d'accord pour estimer qu'il fallait mettre au point la base de connaissances appropriées pour ce faire et qu'un système efficace de surveillance de la santé devrait donc être instauré à cette fin. Il a souligné l'importance de la nouvelle stratégie communautaire dans le domaine de la santé publique, qui s'appuie sur les actions concernant des facteurs déterminants spécifiques menées dans le cadre des programmes existants, en particulier en ce qui concerne le tabac, l'alimentation et l'alcool. Il a également souligné qu'il importait non seulement d'assurer la continuité avec les actions déjà entreprises, mais également de poursuivre les travaux sur ces questions d'une manière parfaitement cohérente et systématique.

(4) In view of the growing importance of culture for European society and the challenges facing the Community at the dawn of the 21st century, it is important to increase the effectiveness and consistency of Community measures in the cultural field by proposing a single guidance and programming framework for the period 2000 to 2004, bearing in mind the need for the Community policies concerned to take greater account of culture; in this respect, the Council Decision of 22 September 1997 regarding the future of European cultural action(5) calls on the Commission to make proposals with a view to establishing a single instrument for programming and financing aimed at the implementation of Article 151 of the Treaty.
(4) Eu égard à l'importance croissante de la culture pour la société européenne et aux enjeux auxquels la Communauté est confrontée à l'aube du XXIe siècle, il importe d'accroître l'efficacité et la cohérence des mesures communautaires dans le domaine culturel en proposant un cadre unique d'orientation et de programmation pour la période 2000-2004, compte tenu de la nécessité de prendre davantage en considération la culture dans les politiques communautaires concernées. À cet égard le Conseil a, par sa décision du 22 septembre 1997 concernant l'avenir de l'action culturelle en Europe(5), demandé à la Commission de faire des propositions en vue de l'établissement d'un instrument unique de programmation et de financement visant à la mise en oeuvre de l'article 151 du traité.
