IN-CONTEXT TRANSLATIONS

At the end of 1999 and in accordance with article 10 of Decision 2717/95/EC of the European Parliament and of the Council of 9 November 1995, the Commission prepared a Communication giving an overall evaluation of the Guidelines for the development of EURO-ISDN (Integrated Services Digital Network) as a trans-European Network (TEN-ISDN).

DEVELOPMENT OF THE INTEGRATED SERVICES DIGITAL NETWORK (ISDN) AS A TRANS- EUROPEAN NETWORK The Council held an in-depth discussion on: - a proposal for a European Parliament and Council Decision on a series of guidelines for the development of the ISDN as a trans-European network; - a proposal for a Council Decision adopting a multiannual Community action programme on the development of the ISDN as a trans-European network (TEN-ISDN); It was noted that the ISDN was a general, multi-purpose network integrating a large variety of voice, data and image services via a single network access, which was evolving out of today's telephone network.
DEVELOPPEMENT DU RESEAU NUMERIQUE A INTEGRATION DE SERVICES (RNIS) EN TANT QUE RESEAU TRANSEUROPEEN Le Conseil a procédé à un débat approfondi sur : - une proposition de décision du Parlement européen et du Conseil concernant une série d'orientations pour le développement du RNIS en tant que réseau transeuropéen; - une proposition de décision du Conseil portant adoption d'une action communautaire pluriannuelle concernant le développement du RNIS en tant que réseau transeuropéen (TEN-RNIS). Il est rappelé que le RNIS est un réseau général polyvalent fournissant, via un accès unique, un large éventail de services dans le domaine de la transmission de la voix, de donnés et d'images et qu'il se greffe sur le réseau téléphonique existant.

After the policy debate the Council noted the Commission's presentation of its strategy on advanced trans-European communications, in which field the Commission submitted - a communication on integrated broad-band communications (TEN-IBS) describing the preparatory measures which the Commission had adopted in that area and - two proposals for Decisions on: = a series of guidelines for the development of the ISDN as a trans- European network; = the adoption of a multi-annual Community project on the development of the ISDN (TEN-ISDN).
Après le débat d'orientation, le Conseil a pris acte de la présentation par la Commission de sa stratégie en matière de communications transeuropéennes avancées, domaine dans lequel cette Institution a présenté d'ores et déjà - une communication relative aux communications intégrées à large bande (TEN-IBS) décrivant les actions préparatoires adoptées dans ce domaine par la Commission - et deux propositions de décision concernant : = une série d'orientations pour le développement du RNIS en tant que réseau transeuropéen, = l'adoption d'une action communautaire pluriannuelle concernant le développement du RNIS (TEN-RNIS).

4) The Council reached agreement on the work programme in the field of ONP for the next years. In particular, this programme provides that : there will be specific ONP Directives for leased lines and voice telephony; by 1 January 1991, technical interfaces and services features concerning packet-switched data transmission and the ISDN will be established and could be made mandatory according to the procedure mentioned above; ONP conditions will be adopted in the form of recommendations by 1 July 1991 and 1 January 1992 for packet-switched data transmission and the ISDN respectively; -2- the Council will examine Commisson proposals in 1992 and thereafter by which the recommendations mentioned above would be transposed into directives. THE SERVICES DIRECTIVE On 28 June 1989, the Commission had adopted a first draft of the Services Directive on the basis of Article 90(3) of the Treaty. However, the Commission postponed its entry into force so that the Council of Ministers would have sufficient time to adopt the Directive on Open Network Provision (the ONP Directive). Thus, the Commission wished to see the Services Directive entering into force on the same day as the ONP Directive. The basic concept of the Services Directive is as follows : The exclusive or special rights of the PTTs in the field of telecommunications services have to be abolished, with the exception of voice telephony and the network infrastructure.
Il convient de souligner qu'il n'y aura sans doute pas de standards obligatoires pour les services à valeur ajoutée, puisque la procédure décrite ci-dessus a été conçue pour l'application de services de base tels que la transmission de données par paquets et le réseau numérique à intégration de services (RNIS). 3. Comme la Commission devra améliorer la liberté de choix des utilisateurs en faisant une référence au standard obligatoire européen, ceci n'empêchera pas une entreprise offrant des services se référanr auv standard obligatoire, d'en offrir d'autres également. 4. Les Douze ont marqué leur accord sur le programme de travail de l'Open Network Provision pour les prochaines années. En particulier, ce programme de travail prévoit : des directives ONP spécifiques pour les lignes louées et la téléphonie vocale ; pour le 1er janvier 1991, la mise au point d'interfaces techniques et de caractéristiques de services pour la transmission de données par paquets et le RNIS, avec la possibilité de rendre ces standards obligatoires ; les conditions relatives à l'ONP seront adoptées sous forme de recommendations pour le 1er juillet 1991 en ce qui concerne la transmission de données par paquet et pour le 1er janvier 1992 en ce qui concerne le RNIS; le Conseil des Ministres examinera des propositions à faire par la Commission Européenne en 1992 et au-delà, pour traduire le cas échéant en directives les recommendations évoquées précédemment. Rappel : les grands traits de la directive sur les services C'est le 28 juin 1989 que la Commission Européenne a adopté sa première version de la directive sur les services de télécommunications. Selon le Traité de Rome, la Commission Européenne peut appliquer cette directive immédiatement.
