(5) ‘programme support actions’ means all accompanying measures necessary for the implementation of the Connecting Europe Facility and individual sector-specific guidelines, such as services (notably technical and financial engineering assistance), as well as preparatory, feasibility, coordination, monitoring, consultation of interested parties, control, audit and evaluation activities, which are required in order to facilitate the preparation of projects of common interest notably in Cohesion countries with a view to obtaining financing under this Regulation or on the financial market, or directly for the management of the facility hereby established and the achievement of its objectives.

Accordingly, infrastructure policies are crucial: strong fixed and mobile communication networks are prerequisite in order to grasp the full potential of the cloud and consequently the rapporteur regrets that the Connecting Europe Facilities communication and more specifically the proposed regulation on Guidelines for Trans European Telecommunications Networks, which are welcome steps that have the capacity of boosting much needed investment into broadband networks in Europe, will not be able to perform adequately if they are not provided with proper financial resources.

This shall include in particular studies, meetings, information, infrastructure mapping, dissemination, awareness-raising, communication and concerted actions, expenses linked to IT networks focusing on information exchange about the facility, together with all other technical and administrative assistance expenses incurred by the Commission that may be required for the management of the facility or implementation of the individual sector-specific guidelines;

Assistance to the implementation of the specifications will also be provided through funding under the Connecting Europe Facility and Horizon 2020 and by ongoing stakeholders initiatives/platforms such as the European eCall Implementation Platform, the iMobility Forum Working Group on SafeApps, TISA guidelines on mapping of safety events into DATEX/TPEG/RDS standards, the European ITS Platform (project funded under TEN-T Call 2012) on DATEX node/national access point and quality of SRTI etc[42].

1. Further to the general objectives set out under Article 3, the Connecting Europe Facility should contribute to achieving the following sector specific objectives:

While the maps indicating the layout of the comprehensive and core networks will be included in the annexes to the guidelines regulation, the list of core network projects will be attached to the Connecting Europe Facility regulation (Commission proposal: 16176/11), the future funding instrument for the trans-European energy, telecommuni­cations and transport networks, which is still being discussed by budgetary experts with the assistance of experts from the sectors concerned.
Des cartes indiquant la configuration du réseau central et du réseau global figureront dans les annexes du règlement sur les orientations, et la liste des projets faisant partie du réseau central figurera à l'annexe I du règlement établissant le Mécanisme pour l'interconnexion en Europe (proposition de la Commission : doc. 16176/11), le futur instrument de financement des réseaux transeuropéens d'énergie, de télécommunications et de transports, qui est encore examiné par les experts budgétaires avec le soutien d'experts des secteurs concernés.
