It probably reflects the absolute bare minimum of the notion of what a democracy should be and why it is so reasonable for there to be a responsibility on the part of the government to bring it to parliament for full and open debate, what its position is on behalf of Canada, to share that with Canadians widely and for there to be no possibility of signing on to any such deal until there has been that kind of input.
