Does not agree with the Commission about the effectiveness during 2001 of reducing the payments outstanding from the 1994-1999 programming period; considers that the amount of the commitments outstanding (i.e. unpaid) from the previous programming period (RAL) at the end of 2001 was still too high (EUR 17.2 bn); stresses that the Commission, together with the Member States, should agree on a timetable, thus permitting the commitments outstanding from the previous programming period to be paid as soon as possible;
