Annex I includes the key initiatives to be presented in the year ahead, which focus on concrete actions to implement the ten political priorities of the Juncker Commission and actions and initiatives that have a more forward-looking perspective, as the new Union of 27 shapes its own future for 2025 and beyond; Annex II contains other key REFIT initiatives where we will review existing legislation in the coming year; Annex III lists the priority pending legislative files where we want the co-legislators in the European Parliament and Council to take the swiftest action to deliver results for citizens; Annex IV contains a list of intended withdrawals of pending proposals; Annex V contains a list of existing legislation which the Commission intends to repeal.

By 31 July each year, the Commission shall publish in the Official Journal of the European Communities a call for proposals for information measures specifying, inter alia, the priority topics, types of measure and target audiences, the means of implementing them, the deadlines for submitting proposals, the period allowed for implementing the operations involved in the measures, the eligibility requirements, the selection and award criteria, the eligible costs and the method for evaluating applications with a view to awarding grants.

The Commission will: Review the EED this summer to assess progress towards the 2020 energy efficiency target and indicate how energy efficiency can contribute to the 2030 energy and climate policy framework; Identify clear priority sectors (in housing, transport and industry) in which energy efficiency gains can be achieved in the medium to long term, including in the Member States most vulnerable to supply disruptions; Identify remaining barriers to energy efficiency take up and the development of a genuine energy efficiency services market and propose ways to address them through non-legislative measures; Review the Energy Labelling and Ecodesign Directives building on experience gained to ensure a more effective reduction of energy consumption and other environmental impacts of products.
