I think the 24-hour rule is actually more fair, in that when your committee meets twice a week, two days apart from each other, the 48-hour rule means you have to have your notice of motion in during, essentially, the Tuesday meeting, if it's Tuesdays and Thursdays, or else you won't be able to have it debated on the Thursday, and therefore you'll be waiting until the next week.
