Don Boudria: Monsieur le président, le député mentionne un point qui est très intéressant, sauf que la difficulté que nous avons est la suivante: nous sommes l'agence d'exécution et non l'agence de décision en ce qui a trait à ce travail de remédier à des sites environnementaux, l'agence de décision étant le ministère de la Défense nationale et probablement, dans certains cas, en collaboration avec le gouvernement des États-Unis aussi, puisqu'il s'agit de bases qui ont été faites avec leur collaboration à l'étape initiale, soit au début de la Guerre froide.
Mr. Don Boudria: Mr. Chairman, the honorable member raises a very interesting point, but we have the following problem: we are the implementation agency, not the decision-making body as regards the work required to clean up these environmental problems. The decision-making agency is the Department of National Defence, probably, in some cases, in cooperation with the U.S. government as well, because these bases were developed with the cooperation of the Americans initially, at the beginning of the Cold War.
