Ms. Judy Wasylycia-Leis (Winnipeg North Centre, NDP): Mr. Speaker, I am very pleased and privileged to be able to present three petitions signed by hundreds of constituents of Winnipeg North Centre and other residents of Winnipeg, Manitoba.

Mme Judy Wasylycia-Leis (Winnipeg-Centre-Nord, NPD): Monsieur le Président, au mois de juin, le gouvernement a dû admettre qu'une fuite potentiellement mortelle avait eu lieu dans un laboratoire de virologie de Winnipeg conçu pour traiter les virus les plus dangereux au monde.
Ms. Judy Wasylycia-Leis (Winnipeg North Centre, NDP): Mr. Speaker, in June of this year the government was forced to acknowledge that there had been a potentially lethal spill at the virology lab in Winnipeg, a facility designed to handle the world's most deadly viruses.

A. considérant que les houthistes sont un groupe tribal chiite zaïdite, qui avait déjà combattu le gouvernement yéménite entre 2004 et 2010 et qui s'est imposé comme la seule grande force au Yémen après avoir soumis de larges portions du territoire dans le nord et le centre du pays; que la confrontation entre les houthistes et le gouvernement yéménite a repris au début de l'année 2014 et a débouché sur la marche des houthistes sur Sanaa en août 2014;
A. whereas the Houthis are a Zaidi Shia tribal group which was already engaged in fighting against the Yemeni Government between 2004 and 2010 and which has emerged as the single largest force in the country after taking over large swathes of territory in north and central Yemen; whereas the confrontation between the Houthis and the Yemeni Government restarted in early 2014 and led to the Houthis’ advance on Sana’a in August 2014;

G. considérant que, le 4 juin 2013, la cour pénale du nord du Caire a condamné 43 membres égyptiens et étrangers de 5 ONG internationales (la Maison des libertés, l'International Republican Institute, le National Democratic Institute, l'International Centre for Journalists et la Fondation Konrad Adenauer) à des peines de prison allant d'un à cinq ans pour avoir géré des sections non autorisées de leurs organisations, mené des recherches, organisé des formations politiques, des enquêtes et des ateliers sans licence, formé des partis et des groupes politiques et perçu illégalement des financements étrangers; considérant que la cour a par ailleurs ordonné la confiscation de fonds et la fermeture des sections de ces ONG établies en Égypte; considérant que cette affaire avait été engagée sous le régime militaire précédent à la fin de l'année 2011;
G. whereas on 4 June 2013 the North Cairo Criminal Court condemned 43 Egyptian and foreign staff members of five international NGOs (Freedom House, the International Republican Institute, the National Democratic Institute, the International Centre for Journalists and the Konrad Adenauer Foundation) to one to five years in prison for ‘managing unlicensed branches’ of their organisations, ‘conducting research, political trainings, surveys and workshops without licenses’, ‘training political parties and groups’ and ‘illegally receiving foreign funding’; whereas the court also ordered the confiscation of funds and the closure of the Egypt-based branches of those NGOs; whereas the case was initiated under the previous military-led government in late 2011;
