(1) In the framework of the common transport policy, it is important to safeguard users' rights for international rail passengers travelling between the Member States and to improve the quality and effectiveness of international rail passenger services between the Member States in order to help the increase of the share of rail transport in relation to other modes of transport.

(7) Afin de garantir que les voyageurs ferroviaires internationaux bénéficieront des règles fixées par le présent règlement, il convient que les entreprises ferroviaires offrant des services de voyageurs coopèrent.
(7) In order to ensure that the international rail passenger will benefit from the rules laid down in this Regulation, the railway undertakings offering rail passenger services should cooperate.

L’adoption du règlement européen sur les droits et obligations des voyageurs ferroviaires internationaux aura pour conséquence que ces droits seront réglementés pour le transport aérien et ferroviaire, mais qu’aucune réglementation ne s’appliquera aux transports internationaux et de longue distance de voyageurs par autobus. The adoption of a European regulation on the rights and duties of international rail passengers will mean that such rights will be regulated in respect of air and rail transport, but not of international and long-distance coach transport, so concern for the passenger will ensure better treatment, particularly in the event of accidents on rail and air transport systems, but also at the same time will ensure lower costs for coach transport.
