L’Europe n’est-elle pas - et c’est là une question que je voudrais poser pour conclure mon intervention et la présidence, bien qu’il reste encore l’une ou l’autre chose à faire au cours des prochains jours - l’Europe n’est-elle pas alors mieux placée pour réaliser la nouvelle synthèse à laquelle le monde aspire tant ? Are we then – and this is a question I would like to ask in conclusion of my mediation and in closing the Presidency, although there remain a few things to be done in the next few days – are we then as Europe, not better placed to forge the kind of new order craved by the world? Why should Europe not strive to gain the profile of a powerful continent, which is also prepared to share that power with others?

Je voudrais également remercier la présidence espagnole pour la coopération constructive qu’elle a eue avec la délégation du Parlement afin d’atteindre un accord sur la base duquel le programme pourra être rapidement mis en œuvre.
I should like to close by thanking all the members of the delegation who helped bring about a satisfactory outcome at conciliation, the Commission and Commissioner Byrne personally and the Spanish Presidency for working constructively with the European Parliament delegation in a bid to reach an agreement which will allow this programme to be put into practice quickly.
