Points out that a major task of the European Union and the other industrialised countries is to switch to a low-energy-intensive economy based on renewable sources of energy, and that an efficient way of approaching this is the application of technologies which are already at hand, but for which we need bold policy action in order to implement them, including incentives and multilaterally agreed sanctions applying to those countries which are not ready to bear their share of the burden; emphasises that the necessary shift towards a sustainable, low-energy-intensive and low-carbon economy by means of the development and implementation of new technologies will create various opportunities for the European Union;
