I would repeat that if this text, which Mrs Sommer very ably improved on behalf of the House and with its help, were not to be adopted without delay at first reading I would be disappointed, especially because I believe there is a real possibility that it could be.

Je dis tout de suite que nous sommes d'accord avec ce qu'affirme la Commission dans sa communication sur l'impact que l'élargissement aura sur les régions directement limitrophes aux pays candidats et nous soutenons avec conviction le rapport de Mme Sommer, qui a le mérite de cerner avec précision les problèmes spécifiques de ces régions frontalières, problèmes qu'elles devront affronter pendant une courte période en raison de leur proximité de pays économiquement encore loin des standards européens.
I would like to make it clear from the outset that we agree with what the Commission says in its communication with regard to the impact enlargement will have on regions directly bordering candidate countries, and we fully support Mr Sommer’s report, which has the merit of accurately identifying the specific problems facing these border regions, problems which they will have to address quickly because of their proximity to countries which are still very far off achieving European economic standards.
