63. A number of possible proposals have been made within the Group in this context: incorporation in the Treaty of the agreements reached at the Rio Conference so that Community policies are geared to a sustainable development; possible inclusion of the environment in Article 36 of the Treaty (restrictions on imports), Article 39 (objectives of the common agricultural policy), Article 74 (transport), Article 129b and the following Articles (trans-European networks), and consideration of extending the possibilities offered to the Member States by Article 100a(4) for laying down higher national standards; more involvement of the EP through co-decisions on these matters; inclusion in each proposal of an environmental impact assessment.

3. Néanmoins, pour atteindre cet objectif, des améliorations doivent encore être apportées dans un certain nombre de domaines, notamment ceux des échanges commerciaux et des investissements, et il est également nécessaire de veiller à ce que les dispositions commerciales de la Charte européenne de l'énergie soient pleinement compatibles avec les dispositions pertinentes des traités et accords conclus ou à conclure conformément auxdites dispositions, en rappelant en particulier à cet égard les accords actuellement négociés ou à négocier avec les pays d'Europe centrale et orientale et les républiques de la Communauté des Etats indépendants. 4. L'UE aborde la session plénière finale de juin animée de la volonté de parvenir à un accord sur un compromis global, sous réserve de solutions satisfaisantes à ses préoccupations fondamentales.
3. Nevertheless, to achieve this goal, there remain certain areas where improvements will need to be made, notably in the fields of trade and investments, including the need for full consistency of the commercial provisions of the Energy Charter Treaty with the relevant provisions of the Treaties and agreements concluded or to be concluded in accordance with those provisions, recalling in particular the agreements being negotiated or to be negotiated with the Countries of Central and Eastern Europe and the Republics of the Commonwealth of Independent States. 4. The EU enters the final Plenary in June ready to reach agreement on a comprehensive package, subject to the satisfactory solution of its fundamental concerns.
