Believes that, in order fully to address high and growing unemployment, especially among young people and persons with disabilities, as well as growing inequalities and widespread poverty, the EU needs a new and ambitious social agenda within a 2020 strategy, based on high-quality full employment, social inclusion and the fight against poverty; calls for this new social agenda within the strategy to be guided by a set of ambitious targets for poverty reduction, including for children and the elderly, as well as for in-work poverty, early school-leaving and the number of young people who are neither in work nor in education or training, and for increasing participation in lifelong learning, in order to drive effective progress in these crucial fields; insists here on the use of the relative poverty rate in the setting of EU and national targets in this area;
