- (PL) Monsieur le Président, en prenant la parole dans le débat relatif au rapport de Mme Gräßle sur le règlement financier applicable au budget général des Communautés européennes, je souhaiterais attirer l’attention de l’Assemblée sur les points suivants.
– (PL) Mr President, as I take the floor in the debate on Mrs Gräßle’s report on the Financial Regulation applicable to the general budget of the European Community, I should like to draw the attention of the House to the following issues.

Le membre de la Commission en charge du budget, Mme Michaele Schreyer, a déclaré: "Grâce à ce nouveau règlement financier, l'Europe disposera d'un règlement moderne pour son budget, fondé sur les principes de clarté, d'efficacité et de transparence.
Budget Commissioner Michaele Schreyer explained: "the new Financial Regulation will modernise the European budgetary system on the basis of the principles of clarity, efficiency and transparency.

Mme Schreyer a également rendu honneur à l'immense effort de négociation accompli par la présidence espagnole du Conseil, cette refonte du règlement financier exigeant l'unanimité au Conseil.

Juan Manuel FABRA VALLES, membres de la commission du contrôle budgétaire). avant la session du Conseil, afin de convenir du 7ème train de modifications au règlement financier de 1977, conformément à la procédure énoncée dans la déclaration commune du 4 mars 1975 du Parlement européen, du Conseil et de la Commission concernant les modifications aux règlements financiers.
Preceding the Council session, a Conciliation Meeting between the Council and a delegation from the European Parliament ( () Mr Pavlos SARLIS, rapporteur, Ms Rosemarie WEMHEUER and Mr Juan Manuel FABRA VALLÉS, members, of the committee on budgetary control). was held in order to agree on the 7th train of amendments of the 1977 Financial Regulation, according to the procedure set out in the Joint Declaration of the European Parliament, the Council and the Commission of 4 March 1975 concerning modifications to the financial regulations.
