Takes into consideration that the new Financial Regulation applicable to the general budget of the Union was adopted on 25 October 2012 and took effect on 1 January 2013 while the model financial regulation for public-private partnership bodies referred to in Article 209 of the new Financial Regulation did not enter into force until 8 February 2014; notes that the Joint Undertaking's financial rules have not been amended to take into account the model financial regulation because of the merger into the ECSEL Joint Undertaking;

Notes that the new Financial Regulation (Regulation (EU, Euratom) No 966/2012) and its Rules of Application came into effect on 1 January 2013 and brought about major changes in financial management, in particular by ensuring enhanced sound financial management and the protection of the Union's financial interests, introducing financial mechanisms which enable the mobilisation of third-party funds as leverage on Union funds and cutting red tape, while shifting the focus from paperwork to performance; encourages Parliament's services, as in the past revisions of the Financial Regulation, to implement those rules without delay and with the minimum possible negative impact on Parliament's administration; would like to be informed before the start of the 2012 discharge procedure if the new Financial Regulation has led to a decrease in staff needed for financial management;

1. La Commission gère le programme conformément au règlement (UE) n° XXXX/2012 (nouveau règlement financier) relatif aux règles financières applicables au budget annuel de l’Union (ci‑après le «règlement financier»)[15].
1. The Commission shall manage the Programme in accordance with XXXX/2012 [New Financial Regulation] on the financial rules applicable to the annual budget of the Union ('the Financial Regulation')[15].

The financial instruments for growth-oriented SMEs may, where appropriate, be combined with other financial instruments established by Member States and their managing authorities in accordance with [Article 33(1)(a) of Regulation (EU) No XXX/201X [New Regulation on Structural Funds]], and grants funded from the Union, including under this Regulation.

Après l'entrée en vigueur du présent règlement, chaque organisme visé à l'article 185 du règlement financier général est tenu d'adopter un nouveau règlement financier en vue de son entrée en vigueur pour le 1er janvier 2003 ou, en tout état de cause, dans les six mois à compter du jour où il se trouve dans le champ d'application dudit article 185, suite à l'octroi d'une subvention inscrite au budget général.
Once this Regulation has entered into force, each body referred to in Article 185 of the general Financial Regulation shall adopt a new financial regulation in view of its entry into force for 1 January 2003 or, in any event, within six months of the date on which it falls within the scope of the said Article 185, following the granting of a subsidy charged to the general budget.
