20. rappelle que les 6 milliards d'EUR alloués à l'Initiative pour l'emploi des jeunes ne sont pas suffisants pour lutter contre le chômage des jeunes de manière durable et ne devraient donc constituer qu'une tranche initiale de financement; souligne que, d'après les calculs de l'Organisation internationale du travail (OIT), 21 milliards d'EUR sont nécessaires pour mettre en œuvre un programme efficace de lutte contre le chômage des jeunes dans la seule zone euro; estime que cet investissement plus important est nécessaire et raisonnable, au vu des pertes économiques liées au désengagement des jeunes du marché du travail, qui s'élèvent à 153 milliards d'EUR par an dans l'ensemble des États membres, soit 1,2% du PIB de l'Union; souligne en outre qu'à compter du budget 2016, l'Initiative pour l'emploi des jeunes ne sera plus financée; appelle la Commission à présenter une proposition en temps utile pour garantir la poursuite du financement de l'Initiative pour l'emploi des jeunes à compter du budget 2016, en ayant recours à tous les instruments disponibles au titre du règlement relatif au CFP 2014‑2020; demande en outre à la Commission et aux États membres de faire de la garantie pour la jeunesse une priorité et d'augmenter son budget pour la période 2014-2020 dans le contexte de la révision post-électorale obligatoire du CFP 2014-2020, qui devrait être menée au plus tard à la fin de 2016;

Recalls that the EUR 6 billion allocated to the YEI are not sufficient to combat youth unemployment in a lasting manner and therefore should form an initial tranche; emphasises that the International Labour Organisation (ILO) has calculated that EUR 21 billion are needed to implement an effective programme to combat youth unemployment in the eurozone alone; considers this higher investment to be necessary and reasonable, given the annual economic loss of EUR 153 billion in the Member States arising from the disengagement of young people from the labour market, corresponding to 1.2 % of EU GDP; underlines, moreover, that as of the 2016 budget the YEI will no longer be funded; calls on the Commission to come up with a proposal in due time to ensure the continuation of funding of the YEI as of the 2016 budget, by using all instruments available under the MFF 2014-2020 regulation: calls, furthermore, on the Commission and the Member States to make the Youth Guarantee a priority and to increase its budget allocation for the overall period 2014-2020 when deciding on the compulsory post-electoral revision of the MFF 2014 -20, which is due to take place at the end of 2016 at the very latest;

This report sets out the stage reached on five proposals - four Regulations and a draft Convention - the aim of which is to improve Community anti-fraud legislation; these proposals were submitted by the Commission as part of its work programme for 1994 and concern: - the protection of the Communities' financial interests; - a draft Convention for the protection of the Communities' financial interests covering the area of criminal sanctions; a progress report on the subject from the JHA Council is to be submitted to the European Council; - measures to be taken in dealing with certain beneficiaries of operations financed by the Guarantee Section of the EAGGF; - the amendment of Council Regulation No 4045/89 on scrutiny by Member States of transactions forming part of the system of financing by the EAGGF, Guarantee Section; - mutual assistance between the administrative authorities of the Member States and cooperation between the latter and the Commission to ensure the correct application of the law on customs and agricultural matters, and the repeal of Regulation No 1468/81; the Council recorded policy agreement on this draft without debate.
