Récemment, j’ai lu un certain nombre d’études intéressantes qui analysaient sous un angle critique les raisons pour lesquelles nous n’avions pas encore atteint les objectifs ambitieux de notre stratégie - Lisbonne, emploi - et l’une des raisons avancées par le rapport Sapir mais aussi par le European Policy Centre portait sur le manque d’appropriation au niveau national - quelle expression horrible!
What was interesting was that I recently read a number of studies that considered in a critical light the reasons why we have as yet not achieved the ambitious goals of our strategy – Lisbon, jobs, employment – and one of the reasons given by the Sapir report and also by the European Policy Centre was that there was too little 'national ownership' – dreadful term!
