Notes that the Italian ICT sector has been suffering from strong competition from low-cost countries over the past decade; acknowledges the need to reorganise the sector because of the rapid emergence of new technologies such as cloud computing, various types of e-services and social networks, which have been recognised as a challenge for some years; notes that the digital gap between Italy and leading European countries, as well as other countries in the world, has further widened because of the economic slow-down caused by the crisis; notes that all of those developments have led to the downsizing of ICT personnel in Italian businesses since 2009;

Recalls that on current investment trends, Asia may by 2025 be at the forefront of scientific and technological developments; recalls however that these changes not only represents huge challenges but also opportunities, such as a sharp growth in export potential for the EU; notes that in tertiary-level academic and vocational education, the Union are lagging behind as only about 30 European universities rank amongst the world's top 100; stresses that Europe is also falling behind in the skills race and draws attention to the fact that by 2020, 16 million more jobs will require high qualifications while the demand for low skills will drop by 12 million jobs;

Observes that throughout the eurozone real estate prices have experienced stark increases for about 10 years now with few exceptions, most notably in Germany; notes that, although there are some signs that this development is slowing down, credit granted to households for the acquisition of property is still rising by around 10 % per year; observes that there has been a decline in US housing prices and a recent deterioration in the mortgage credit market which could have an impact on the real economy; considers that such a development should be taken as a warning for what could take place in the eurozone; calls for the ECB to monitor closely these developments which have the potential to have consequences for the real economy; requests the ECB to present ways forward with their respective advantages such as including real estate in the harmonised index of consumer prices, or devising a specific type of indicator, or to suggest specific measures to be taken at national level due to heterogeneities among national markets;
