Where the competent authority is unable, despite due diligence, to take a decision on a request for action within the period referred to in paragraph 5, the competent authority shall, at the latest within four months of being called upon to act, inform the relevant person or qualified entity of the steps and measures which it has taken and which it proposes to take in order to ensure the application of this Directive within a time-frame which is consistent with the proper achievement of the purpose thereof.
