Compte tenu de l’indépendance financière que l'eu-LISA a obtenue le 22 mai 2013 et de l'achèvement progressif des négociations sur les accords requis avec les États membres d’accueil, l’aide apportée par la Commission à l'agence au cours de sa phase d’établissement a diminué progressivement pendant la période considérée et leurs relations de travail seront régies par deux protocoles d’accord (c’est-à-dire un protocole sur les modalités opérationnelles de travail devant encore être signé et un protocole sur les transferts financiers signé le 17 mai 2013).
In light of the financial independence of eu-LISA obtained on 22 May 2013 and the gradual finalisation of negotiations on required agreements with host Member States, the support of the Commission provided to eu-LISA during its establishment phase has gradually decreased in this reporting period and the working relations between the two will be governed by two Memoranda of Understanding (i.e. on operational working arrangements still to be signed and on financial transfers signed on 17 May 2013).

Calls on those Member States which have not yet ratified either the Convention of 26 July 1995 on the protection of the European Communities' financial interests or its protocols (the PIF instruments) i.e. the Czech Republic, Malta and Estonia, to proceed with the ratification of those legal instruments without delay; urges those Member States which have ratified the PIF instruments to step up their efforts to reinforce their national criminal legislation to protect the Union's financial interests, in particular by addressing the existing shortcomings revealed in the second report from the Commission on Implementation of the Convention on the Protection of the European Communities' financial interests and its protocols (COM(2008)0077);

63. Notes that EUR 90 million in the Financial Protocol of the Cotonou Agreement are reserved for the CDE (Centre for the Development of Enterprise, formerly Centre for the Development of Industry); notes that the legal status of CDE is unclear and its objectives not well defined; deplores that there are still management shortcomings and weaknesses in internal and external control despite repeated criticism in different audits over the last years; calls on the Commission to follow up on the criticism raised by the Commission's own audits as well as in the Court of Auditors' annual report for 2002.

Le but serait d’approfondir les questions posant encore problème : celles, naturellement, qui concernent le respect des droits de l’homme et des minorités, mais aussi celles qui se rapportent aux relations économiques, à propos desquelles l’Europe doit remplir ses engagements concernant l’union douanière et accélérer la mise sur pied du protocole financier correspondant.
The objective would be to look in depth into the matters which are still problematic, those involving respect for human rights and minority rights, of course, but also matters relating to economic relationships, and in this respect Europe must fulfil its commitments regarding the Customs Union and expedite the establishment of the appropriate financial protocol.

Whereas, therefore, this Regulation replaces the abovementioned Regulations as from 1 January 1997, while it is, however, necessary to maintain Regulation (EEC) No 1762/92 in force for the management of financial protocols still applicable at that date and for the commitment of funds remaining under the expired financial protocols;

Ce deuxième protocole n'est pas encore entré en vigueur et les deux États membres qui doivent encore le ratifier devraient redoubler d'efforts pour le faire, afin de permettre une répression plus efficace des actes de fraude qui lèsent les intérêts financiers de la Communauté.
The Second Protocol has not yet entered into force and the two Member States which have not yet ratified it should accelerate efforts to do so to ensure a more effective fight against fraud to the detriment of the Community's financial interests.

La convention a été complétée par un deuxième protocole, établi sur la base de l’article K.3 du traité sur l’Union européenne, à la convention relative à la protection des intérêts financiers des Communautés européennes (5) (ci-après dénommé «deuxième protocole du 19 juin 1997»), qui a été fait à Bruxelles le 19 juin 1997 mais qui n’est pas encore entré en vigueur.
The Convention was further supplemented by the Second Protocol, drawn up on the basis of Article K.3 of the Treaty on European Union, to the Convention on the protection of the European Communities’ financial interests (5) (hereinafter referred to as the Second Protocol of 19 June 1997), which was done at Brussels on 19 June 1997 but which has not yet entered into force.
