Welcomes the conclusion of the Agreement between the European Community and its Member States, of the one part, and the Swiss Confederation, of the other part, to counter fraud ; congratulates all those, including OLAF, who were involved in drawing up the Agreement; the provisions of that Agreement cover many of the aspects dealt with in the Second Protocol to the Agreement on the protection of the Communities' financial interests, in particular those governing administrative assistance, searches, seizures, and recovery; expresses its incomprehension at the fact that this protocol, which dates from 1997, has still not been ratified by three of the old Member States, namely Italy, Luxembourg and Austria;

4. La Communauté et l'État ACP concerné prennent toutes les mesures nécessaires pour que le processus de programmation soit terminé dans les meilleurs délais et, sauf circonstances exceptionnelles, dans les douze mois suivant la signature du protocole financier.
4. The Community and the ACP State concerned shall take all necessary measures to ensure that the programming process is completed within the shortest possible time and, save in exceptional circumstances, within twelve months of the signing of the Financial Protocol.

Je voudrais qu'on engage immédiatement une coopération plus intensive avec la Turquie, qu'on débloque les protocoles financiers, qu'un partenariat étroit soit immédiatement mis en œuvre plutôt que l'adhésion à part entière alors que ceux qui ont voté pour cette résolution ne propagent cet objectif, partiellement irréalisable, de l'adhésion à part entière qu'à seule fin de pouvoir en user pour décourager et brimer la Turquie.
I would like to see more intensive cooperation with Turkey than previously, the financial protocols being released, and a close partnership, just short of full membership, being put into effect immediately. Those who voted in favour of the resolution, are only contributing to propagating the idea of this unattainable goal of full membership, so that they can take advantage of it to discourage and oppress Turkey.

10. souhaite que l'UE soit régulièrement informée de l'impact de l'article 155 de la Convention de Lomé IV, des lignes budgétaires relatives aux aides aux politiques et programmes démographiques dans les pays ACP, aux programmes sanitaires et de lutte contre le VIH/SIDA dans les pays ACP, aux soins de santé maternelle et infantile, à l'aide humanitaire, au respect des droits humains et au rôle des femmes dans le développement; ainsi que de l'impact des protocoles financiers des accords de coopération entre l'UE et les pays ACP;
10. Calls for the EU to be kept regularly informed concerning the impact of Article 155 of the Lomé Convention IV, the budget headings relating to aid for population programmes and policies in the ACP countries, health programmes and anti-HIV/AIDS campaigns in the ACP countries, health care for mothers and children, humanitarian aid, respect for human rights, the role of women in development and the impact of the financial protocols to the EU/ACP cooperation agreements.

1. Tout État membre peut, par une déclaration faite au moment de la signature du présent protocole ou à tout autre moment ultérieur, accepter la compétence de la Cour de justice des Communautés européennes pour statuer, à titre préjudiciel, sur l'interprétation de la convention relative à la protection des intérêts financiers des Communautés européennes et du premier protocole à cette convention, dans les conditions définies au paragraphe 2, soit au point a) soit au point b).
1. By a declaration made at the time of the signing of this Protocol or at any time thereafter, any Member State shall be able to accept the jurisdiction of the Court of Justice of the European Communities to give preliminary rulings on the interpretation of the Convention on the protection of the European Communities' financial interests and the first Protocol to that Convention pursuant to the conditions specified in either paragraph 2 (a) or paragraph 2 (b).

2. Les crédits affectés par la Communauté à sa politique de coopération sont mis en oeuvre dans le cadre soit d'accords de coopération comportant un protocole financier, ci-après dénommés "accords préférentiels", soit d'aides octroyées de façon autonome.
2. The appropriations assigned by the Community to its cooperation policy shall be used either under cooperation agreements with a financial protocol ("preferential agreements'') or as aid granted unilaterally.
