Welcomes the Commission’s proposal on increasing access to financing for social enterprises by establishing a regulatory framework for introducing investment instruments at EU level; encourages the Commission to propose practical legislation as soon as possible given the largely unexplored innovative potential of these social enterprises; points out that the introduction of new forms of financial support will be preceded by an analysis of current instruments in order to verify their efficiency and therefore considers it necessary to obtain the tools to measure and compare the social return on investment in order to promote the development of a more transparent investment market; firmly believes that different financial instruments – such as European social entrepreneurship funds or European venture capital funds, the issuing of solidarity bonds, and initiatives on Business Angels – are needed and should be encouraged and promoted;
