9. indique que, dans les circonstances actuelles, où un accès insuffisant aux sources de capital-risque reste, en particulier au début, l'un des principaux obstacles à la création et au développement d'entreprises orientées vers la croissance, le plan d'action de la Commission sur l'amélioration de l'accès des PME au financement insiste fortement sur le capital-risque comme mode possible de financement de la croissance; souligne néanmoins que ce type de financement ne convient qu'à un nombre limité de PME, que les prêts bancaires restent une source importante de financement et que des solutions devraient être développées par le secteur privé; souligne, dans ce contexte, la nécessité de favoriser d'autres formes de financement des PME, comme les coopératives de crédit; met en avant les éventuelles possibilités de financement qui devraient être étudiées dans le cadre du Fonds européen pour les investissements stratégiques;

Points out that in the current circumstances where insufficient access to appropriate sources of risk capital, particularly in the early stages, continues to be one of the most significant constraints on the creation and development of growth-oriented firms, the Commission’s Action Plan on improving access to finance for SMEs places a lot of emphasis on venture capital as a possible mode of growth finance; underlines, nonetheless, that this kind of funding is adequate only for a small number of SMEs and that bank loans still constitute an important source of funding, and that alternatives should be developed by the private sector; notes in this context the importance of promoting alternative forms of lending to SMEs, such as credit unions; points out the potential financing opportunities that should be explored through the European Fund for Strategic Investments;

The availability of local infrastructures is an important prerequisite for development of business and consumer environment and for modernising and developing the industrial base in order to ensure the full functioning of the internal market as referred to in the Council Recommendation on broad guidelines for economic policies of the Member States and of the Union (32), which form part of the Europe 2020 integrated guidelines.Such infrastructures, made available to interested parties on an open, transparent and non-discriminatory basis, enable the creation of an environment conducive to private investment and growth, thus contributing positively to objectives of common interest, and in particular to the Europe 2020 priorities and objectives (33), while the risks of distortions remain limited.

D. considérant que des défis mondiaux restent à relever – la pauvreté, la faim et la malnutrition, le manque d'accès à des soins de santé de qualité pour tous, le manque d'installations sanitaires décentes et sûres et d’hygiène, les niveaux insuffisants d'éducation primaire et secondaire de qualité, le taux de chômage élevé (notamment chez les jeunes), le manque de protection sociale et de respect des droits de l'homme, l'inégalité entre les hommes et les femmes, la dégradation de l'environnement et le changement climatique – ce qui incite à trouver de nouvelles voies de développement propices à un développement inclusif et durable pour tous;
D. whereas global challenges remain and are expected to increase – poverty, hunger and malnutrition, lack of access to quality health care for all, restricted access to medication, lack of proper, safe sanitation and hygiene, insufficient levels of quality, primary and secondary education, high unemployment – particularly youth unemployment, lack of social protection and respect for human rights, inequalities, including gender, as well as environmental degradation and climate change - prompting the need to find new development pathways that could lead to inclusive and sustainable development for all;

Je vous suis très reconnaissant d’avoir souligné l’importance de la stratégie Europe 2020, parce que c’est exactement la raison pour laquelle nous devons améliorer et modifier le cadre dans lequel les entreprises évoluent, en examinant comment créer des environnements positifs, propices afin que les entreprises de recherche et développement et les entreprises qui jouent un rôle dans l’innovation puissent prospérer, et comment mettre en place les conditions nécessaires pour qu’elles restent en Europe et ne recherchent pas des possibilités de fabriquer leurs produits ailleurs.
I am very thankful for the underlining of the importance of EU 2020, because this is exactly why we need to improve and change the framework in which companies operate, looking into how to create positive, conducive environments so that research and development companies and companies involved in innovation can flourish, and into how these could bring additional added value to European economies, and into how to create the conditions for their staying in Europe and not looking for opportunities to manufacture the products somewhere else.
