a) Si le taux annuel auquel la première pension du bénéficiaire est payable égale ou dépasse le taux annuel spécifié pour ce bénéficiaire dans la Colonne I de l’Annexe B, le taux annuel auquel la première pension du bénéficiaire est payable sera augmenté conformément à l’article 3, mais aucune augmentation ne doit se faire en vertu des présents règlements du taux annuel auquel la seconde pension du bénéficiaire est payable; et
(a) if the annual rate at which the first pension of the recipient is payable is equal to or exceeds the annual rate specified for such recipient in Column I of Schedule B, the annual rate at which the first pension of the recipient is payable shall be increased in accordance with section 3, but no increase shall be made pursuant to these Regulations in the annual rate at which the second pension of the recipient is payable; and

(ii) if the aggregate of the annual rate at which the second pension of the recipient is payable, together with the annual rate at which the first pension of the recipient is payable, exceeds the annual rate specified for such recipient in Column I of Schedule B, the annual rate at which the second pension of the recipient is payable shall, for the purposes of these Regulations, be deemed to be payable at a rate equal to the annual rate determined by subtracting from the annual rate specified for such recipient in Column I of Schedule B, the annual rate at which the first pension of the recipient is payable and the rate so determined shall be increased in accordance with section 3,

7 (1) Where a recipient is in receipt of more than one pension, no increase shall be made pursuant to these Regulations in the annual rate at which any pension of the recipient is payable if the total of all the pensions, computed at an annual rate, exceeds the annual rate specified for such recipient in Column II of Schedule B.

Notes that the global financial crisis and the difficulties of the eurozone have highlighted the interdependence of national economies, both within and beyond the EU; emphasises, therefore, the importance of further consolidating economic and financial stability and fostering growth, also in the candidate and potential candidate countries; in these difficult circumstances, stresses the need to provide adequate and better-targeted pre-accession financial assistance to candidate and potential candidate countries; notes the Commission’s proposal for a new IPA, including increased financial support for the financial perspective 2014-2020; stresses, in this regard, the need to simplify and speed up procedures, as well as to strengthen the administrative capacity of the beneficiary countries, in order to ensure a high level of participation in EU programmes and to enhance absorption capacity; points out that a comprehensive position of the European Parliament on the IPA will be presented in the course of the ordinary legislative procedure; highlights the importance of national fiscal stability and the increased focus at EU level on economic governance; recommends that the question of sound public finances be properly addressed in the accession process;
