Nous avons reçu les deux grands syndicats qui nous ont démontré dans leur témoignage à quel point nous avions du retard par rapport aux besoins, et je crois que nous devons faire une recommandation ferme pour ce qui est d'identifier le niveau de ressources nécessaire pour s'attaquer à ce qui m'apparaît être le coeur du problème: les ressources, la capacité, le soutien, la nécessité de reconsidérer certains changements qui ont été apportés à l'époque où l'on était obnubilé par l'équilibre budgétaire et où l'on a fait des compressions dont nous payons amèrement le prix aujourd'hui.
Especially when we had the two big unions here with their testimony showing how far behind we are on an overall basis in terms of the needs, I think we have to make a strong recommendation around somehow identifying appropriate levels of resources to deal with what to me is the heart of the problem—resources, capacity, supports, emphasis on reversing some of the changes that were brought in when somebody was focused on balanced budgets and made cuts that we're paying for dearly now.
