Points out that the margins stemming from the Multiannual Financial Framework (MFF) do not allow real room for manoeuvre, especially in subheadings 1a and 3b and heading 4, and reduce the capacity of the EU to react to policy changes and unforeseen needs while maintaining its priorities; points out that the scope of the challenges the EU faces, would require means well beyond the current ceilings of the MFF; recalls, in that respect, that a substantial budget review is absolutely needed and that an immediate revision of the ceilings of the current MFF as well as some provisions of the Interinstitutional Agreement (IIA) of 17 May 2006 on budgetary discipline and sound financial management has been rendered unavoidable by the various challenges and new priorities that have arisen;

Considers that the inclusion of these activities in the general budget will require increased appropriations in the corresponding headings; reminds that according to the joint statement on financial programming approved on 20 July 2000, the budgetary authority must have accurate information about the financial consequences of each new proposal presented by the Commission; calls on the Commission to present a financial assessment of the post-ECSC activities being phased in the general budget as they may have an impact on the margin under the ceiling of each heading of the financial perspective; stresses the need for further consultation of the budgetary authority should significant changes be made during the renewal of programmes financed under the general budget; believes this to be the only way to ensure that these changes are compatible with the current ceilings of the financial perspective;

Items for attention could include: improving awareness of entrepreneurship as a career option and building managerial skills of present or potential entrepreneurs throughout the education system in order to support the creation and development of businesses; women entrepreneurship and the setting-up of business by unemployed or inactive persons and young people; the reduction of administrative, tax or financial barriers to the hiring of staff, especially in innovative and small firms; awareness raising of the social responsibility of enterprises (Corporate Social Responsibility); assistance to enterprises in order to facilitate improvements in work organisation and working conditions, including in relation to the introduction of new technologies, for example through appropriate information and counselling.
